3 Caltrans Overestimates I-5 Traffic Growth 100% more traffic growth assumed than in Regional Transportation Plan

4 Transit First “One of the primary goals of the proposed NCC PWP/TREP is to increase the transit mode share … to 10-15% for peak-period commute trips…”-UATS, SANDAG. (Coastal Commission Staff Notes) 10-15% transit mode share could meet most of the 17% growth in I-5 VMT in current SANDAG forecasts (2010-2040) AND Meet other Coastal Commission goals

8 Alternatives Not Considered Even when the majority of people want change SANDAG and CalTrans failed to seriously considered modeling of any Transit First alternative. No action was taken on Sen. James Mills’ request to the Coastal Commission last January to retain Professor Robert Cervero (Cal Berkeley) to model the 50-10 Transit Plan.
