7 SWRCAEC GUIDING PRINCIPLES  Focus on the needs of the region (vs. individual districts)  Develop programs based on principles and standards of accreditation  Ensure that students can complete a program of study (including graduation)  Be true to principles of AB 86 (legislation)  Be guided by data through a process of consensus and feedback/input from constituents (students, teachers, community)  Be administratively efficient  Leverage resources and be inclusive of consortium members and partners  Keep stakeholders well informed and maintain transparency  To the extent possible, protect human resource interests and create transition plans  Ensure that clients are receiving all necessary services

10 FUNDING GUIDELINES ADULT EDUCATION BLOCK GRANT PROGRAM Funds apportioned shall be used only for support of the seven areas:  Programs in elementary and secondary basic skills, including programs leading to high school diploma  Programs for immigrants eligible for educational services in citizenship, ESL and workforce preparation  Programs for adults, including but not limited older adults that are primarily related to entry or reentry into the workforce  Programs for adults, including, but not limited to older adults primarily designed to develop knowledge and skills to assist elementary and secondary school to succeed academically in school  Programs for adults with disabilities  Programs in CTE that are short-term and have high employment potential  Programs offering preapprenticeship training activities

11 FUNDING GUIDELINES ADULT EDUCATION BLOCK GRANT PROGRAM  Must directly correlate to our plan this includes districts MOE allocation  No more that 5% allocated in a fiscal year for the administrative costs  Budget must be submitted to the consortium for evidence  Regional consortia apportionment awarded $2.7M to implement our work plan  Documentation will be needed  MSJC as the fund administrator receive fund from the state and distribute funds to the programs based on the consortium decision

12 EXECUTIVE COMMITTEE  Membership (7)  2- K-12 District Superintendent  1- Community College  1- WDB / EDA  1- Labor / Union  1- Riverside County of Education  1- Department of Rehabilitation  Steering Committee (non-voting)  Purpose  SWRCAEC Executive Committee’s purpose is to represent all stakeholders responsible for serving adult education throughout our region following the guidelines of Adult Education Block Grant. The Executive Committee is the decision making body overseeing the steering committee  Roles & Responsibilities  Represent all stakeholders  Commit (and not send a designee in their place) to a two year commitment to serve  Transparency, public voice, stay informed, provide broad oversight
