2 2 Increasing Energy Savings Through the ESA Program PG&E included the most cost-effective, energy-saving measures – Measures were assessed by climate zone and housing type – Application Attachments A-6 and A-7 show a list of proposed measures New Measures Thermostatic Low Flow Showerhead (1.6 GPM) SmartAC Fan Delay relay with premium motor Microwaves Changes Decrease Refrigerator replacement criteria from pre-1993 to pre-1999 Measures Retired Duct Test and Seal Central AC Room AC Personal, customer-specific energy education focuses on creating behavior change fostering greater energy benefits PG&E will use segmentation and targeted marketing strategies to achieve the best results through the ESA Program

3 3 Continue Successful Existing Program Elements and Strategies Use customer segmentation to improve program delivery, increasing the opportunities for program participation and energy savings – The Household Market Segmentation Study authorized in Decision 08 ‑ 11 ‑ 031 is providing valuable targeting profiles. Continue to administer, refine, and expand energy education methods for both customers and contractors Community partnerships will continue to play an important role as PG&E builds more “local feel” into outreach efforts Pursue collaboration and leveraging with other programs – Other utilities, including the other IOU ESA Programs, municipal utilities, SMJUs, irrigation districts, and water utilities – LIHEAP coordination on the minimum measure rule and continuing the refrigerator leveraging program – PG&E low income program staff meet regularly with low income councils in its service area Integrate low-income EE programs with EE and other demand ‑ side programs

4 4 New Strategies for the 2012-2014 ESA Program Change Refrigerator Replacement Criteria – Update the refrigerator replacement criteria to include refrigerators manufactured prior to 1999 Mid-Cycle Updates and Program Modifications – Proposed programmatic adjustments to the ESA Program be made through advice letter in instances where no additional funding is required Replace Quarterly Public Low Income Program Meetings with an Annual Low Income Program Forum – Include focused presentations and discussions about program implementation, studies, and lessons learned Coordinate ESA Program with Energy Upgrade CA’s Proposed MF Offering – PG&E’s ESA Program is working with its core EE program teams to propose a coordinated project addressing the specific needs of the low ‑ income multifamily housing sector
