1 What does the Devolution Agreement Say? £6bn of Health & Social care budgets transferred to the region. This covers the whole of the health and care system and will create an agreement that binds together the 10 GM locality budgets and plans within a single GM framework. This is not the creation of single GM Health & Social Care budget. GM will remain part of the NHS and social care system, uphold the standards set out in national guidance and will continue to meet statutory requirements and duties. Clinical Commissioning Groups and Local Authorities will retain their statutory functions and their existing accountabilities for current funding flows A principle of subsidiarity – Decisions are made at the most appropriate level and all decisions about Greater Manchester will be taken with Greater Manchester. Production of a comprehensive GM Strategic Sustainability Plan for health and social care. Work collaboratively with local non-GM bodies and take into account the impact of GM decisions upon non-GM bodies and their communities. 2 Oldham Timescales & Activity During 2015-16 MoU between the local authority and CCG to support the locality working arrangements. Continue to build on existing arrangements (e.g. Better Care Fund) and agree a local area plan for integration of health, social care and public health/prevention to be implemented from April 2016. Plans will be the focus for joining up health and social care services, ensuring a consistent approach to service delivery and spend across GM. April 2016 Onwards Local HWBs will agree strategies and priorities for delivery of integrated health and social care (including prevention) NHSE, CCGs and local authorities will pool relevant health and social care funds to a local Joint Commissioning Board. Greater Manchester Health & Social Care Partnership Board (GHMSCPB) will work with local areas to ensure strategic coherence and consistency across Greater Manchester.

3 Need to review local integrated commissioning arrangements as we will have more local commissioning and spending control Determine local priorities and governance arrangements – Health & Wellbeing Board – Integrated Commissioning Partnership – Joint Commissioning Board The Council, Clinical Commissioning Group and the Health & Wellbeing Board are working quickly to establish the appetite for joint engagement with the Devolution Manchester opportunity and establish the joint ambition around this programme. There is no doubt that in Oldham we wish to seize the opportunity to understand what new freedoms and flexibilities will be available to us. In moving forward we need to: Gain clarity and understand where devolution can add value to existing plans for the integration of health & social care Understand how we can use devolution to drive innovation and change in the system beyond our current ambition Identify how we use Devolution Manchester opportunities to accelerate improvements in the health and wellbeing of Oldham residents Understand the scope for collaboration and partnership in Oldham and beyond Implications for Oldham?
