2. ACT 313 – HB 685  Alternative Fuels Minimum Standard  Encourages the production of ethanol and biodiesel in the state of Louisiana  Federal mandate starts this year with a minimum of 4 billion gallons  Increases to a minimum of 7.5 billion gallons by the year 2012

ACT 313 – HB 685  Requires 2% by volume of fuel sold in the state once a certain level of production is attained:  50 million gallons of ethanol  10 million gallons of biodiesel  It remains 2% regardless of how much ethanol or biodiesel is produced  Ethanol – 2% of ~2.3 billion = 47 million gallons  Biodiesel – 2% 0f 1.3 billion = 34 million gallons

4. ACT 656 – SB 454  Provides that a minimum amount of Louisiana crops be used and documented in production of biofuels  Sets up the Louisiana Biofuels Panel  An representative of the La. Farm Bureau Federation  A representative of La. Oil Marketers & Convenience Store Association  An appropriately credentialed member of the faculty appointed by the commissioner of higher education  Nothing will happen until the price of ethanol is equal or less than regular unleaded over an average 60 day period

5. RULES & REGULATIONS  No individual retailer required to sell ethanol  In the process of writing rules and regulations  Will work with several organizations to write and implement the rules and regulations  Weights & Measures Commission will have to approve
