This data shows that in most crashes, at lest one person dies. This incites a ratio of 10 fatal crashes to ~11 deaths. The graph is for NYC, not NY State

4 Rural vs. Urban (NY State) This data for 2013 allows us to compare crash data for urban and rural data. Most crashes happen in rural areas, where traffic laws are harder to enforce due to the spread out population.
