2 Romans 13:1 Let every person be subject to the governing authorities
Romans 13:1 Let every person be subject to the governing authorities. For there is no authority except from God, and those that exist have been instituted by God. 2 Therefore whoever resists the authorities resists what God has appointed, and those who resist will incur judgment. 3 For rulers are not a terror to good conduct, but to bad. Would you have no fear of the one who is in authority? Then do what is good, and you will receive his approval, 4 for he is God's servant for your good. But if you do wrong, be afraid, for he does not bear the sword in vain. For he is the servant of God, an avenger who carries out God's wrath on the wrongdoer. 5 Therefore one must be in subjection, not only to avoid God's wrath but also for the sake of conscience. 6 For because of this you also pay taxes, for the authorities are ministers of God, attending to this very thing. 7 Pay to all what is owed to them: taxes to whom taxes are owed, revenue to whom revenue is owed, respect to whom respect is owed, honor to whom honor is owed. “These seven verses have caused more unhappiness and misery in the Christian East and West than any other seven verses in the New Testament.”

3 GOD’S AUTHORITY Romans 13:1 Let every person be subject to the governing authorities. For there is no authority except from God, and those that exist have been instituted by God. 2 Therefore whoever resists the authorities resists what God has appointed, and those who resist will incur judgment. God is the sovereign ultimate authority God delegates His authority on earth God’s delegates: God’s Word, Apostles, husbands, parents, teachers, elders, employers, government Man did not create these authorities; God did. We get irritated with authority! Our pride often!

4 Daniel 2:20 Daniel answered and said: “Blessed be the name of God forever and ever, to whom belong wisdom and might. 21 He changes times and seasons; he removes kings and sets up kings; he gives wisdom to the wise and knowledge to those who have understanding John 19:10 So Pilate said to him, “You will not speak to me? Do you not know that I have authority to release you and authority to crucify you?” 11 Jesus answered him, “You would have no authority over me at all unless it had been given you from above. God is ultimate authority, and He delegates His authority

5 GOD’S REVEALED WILL FOR GOVERNMENT AUTHORITY
Romans 13:3 For rulers are not a terror to good conduct, but to bad. Would you have no fear of the one who is in authority? God’s sovereign will and His revealed will for government. Good for you. Uphold God’s moral law.

6 WHY SUBMIT? They are “God’s servant” They are created for your good
You will be punished if you don’t God’s moral law is involved It honors God

7 WHY SUBMIT? 1 Peter 2:13 Be subject for the Lord's sake to every human institution, whether it be to the emperor as supreme, 14 or to governors as sent by him to punish those who do evil and to praise those who do good. 15 For this is the will of God, that by doing good you should put to silence the ignorance of foolish people. 16 Live as people who are free, not using your freedom as a cover-up for evil, but living as servants of God. 17 Honor everyone. Love the brotherhood. Fear God. Honor the emperor.

8 CHRISTIAN CITIZENS Romans 13:6 For because of this you also pay taxes, for the authorities are ministers of God, attending to this very thing. 7 Pay to all what is owed to them: taxes to whom taxes are owed, revenue to whom revenue is owed, respect to whom respect is owed, honor to whom honor is owed. Matthew 22:21 Then he said to them, “Therefore render to Caesar the things that are Caesar's, and to God the things that are God's.” Citizens of heaven, but God’s representatives on earth, trusting God and living to glorify Him

9 CHRISTIAN CITIZENS Romans 12:17 Repay no one evil for evil, but give thought to do what is honorable in the sight of all. 18 If possible, so far as it depends on you, live peaceably with all. 19 Beloved, never avenge yourselves, but leave it to the wrath of God, for it is written, “Vengeance is mine, I will repay, says the Lord.” 20 To the contrary, “if your enemy is hungry, feed him; if he is thirsty, give him something to drink; for by so doing you will heap burning coals on his head.” 21 Do not be overcome by evil, but overcome evil with good. Worship only God, but submit to His delegates peacefully whenever possible

10 CHRISTIAN CITIZENS 1 Peter 2:11 Beloved, I urge you as sojourners and exiles to abstain from the passions of the flesh, which wage war against your soul. 12 Keep your conduct among the Gentiles honorable, so that when they speak against you as evildoers, they may see your good deeds and glorify God on the day of visitation. Glorify God in the way you submit to His delegated authorities on earth

11 CIVIL DISOBEDIENCE RULE
Acts 5:28 “We strictly charged you not to teach in this name, yet here you have filled Jerusalem with your teaching, and you intend to bring this man's blood upon us.” 29 But Peter and the apostles answered, “We must obey God rather than men.” When government commands what God forbids or forbids what God commands God is the ultimate authority

12 FORBIDDING WHAT GOD COMMANDS
Daniel 6:7 All the presidents of the kingdom, the prefects and the satraps, the counselors and the governors are agreed that the king should establish an ordinance and enforce an injunction, that whoever makes petition to any god or man for thirty days, except to you, O king, shall be cast into the den of lions. 9 Therefore King Darius signed the document and injunction. 10 When Daniel knew that the document had been signed, he went to his house where he had windows in his upper chamber open toward Jerusalem. He got down on his knees three times a day and prayed and gave thanks before his God, as he had done previously. Forbidding going to church or reading the Bible or praying

13 COMMANDING WHAT GOD FORBIDS
Exodus 1:15 Then the king of Egypt said to the Hebrew midwives, one of whom was named Shiphrah and the other Puah, 16 “When you serve as midwife to the Hebrew women and see them on the birthstool, if it is a son, you shall kill him, but if it is a daughter, she shall live.” 17 But the midwives feared God and did not do as the king of Egypt commanded them, but let the male children live. Husbands or employers

14 COMMANDING WHAT GOD FORBIDS
Daniel 3:15 Now if you are ready when you hear the sound of the horn, pipe, lyre, trigon, harp, bagpipe, and every kind of music, to fall down and worship the image that I have made, well and good. But if you do not worship, you shall immediately be cast into a burning fiery furnace. And who is the god who will deliver you out of my hands?” 16 Shadrach, Meshach, and Abednego answered and said to the king, “O Nebuchadnezzar, we have no need to answer you in this matter. 17 If this be so, our God whom we serve is able to deliver us from the burning fiery furnace, and he will deliver us out of your hand, O king. 18 But if not, be it known to you, O king, that we will not serve your gods or worship the golden image that you have set up.” Willing to accept the consequences, trusting God.

15 PRINCIPLES The One Triune God has ultimate authority
God delegates His authority on earth Christians are to submit to God’s delegated authorities whenever possible out of reverence to Him Christians should disobey God’s delegated authorities only when they forbid what God commands or command what God forbids.

16 APPLICATIONS Evaluate your response to authority.
Are you grateful for God’s plan? Is God honored in how you submit? Is God honored in how you disagree?
