5. The expenditure on social assistance remained almost the same in 2014 In 2014 gross expenditure on social assistance totalled EUR 744.8 million. Social assistance expenditure increased by 1.2 per cent in current prices and by 0.1 per cent in real prices. Social assistance expenditure in current prices increased the most in Ostrobothnia (5.9%), Åland (5.8%), Pirkanmaa (5.6%), and Uusimaa (4.4%). Expenditure decreased in North Karelia (-16.8%), Pohjois-Savo (-6.5%), Lapland (- 6.3%), and Central Finland (-4.4%). Per-capita expenditure on social assistance was on average €136; it was the highest in Uusimaa (€203 per capita) and the lowest in Åland (€53 per capita), Central Ostrobothnia (€61 per capita) and Satakunta (€78 per capita). In 2014, the number of households receiving social assistance increased by an estimated 3.1 per cent on 2013. Based on aggregate data by municipality, the number of households receiving social assistance in the whole country was estimated at around 253 400. Social assistance recipiency is closely related to unemployment. Reported unemployment increased from 8.2 per cent in 2012 to 8.7 per cent in 2014.
