1 Status overview: Summary NERIES second year finished; mid-term evaluation; portal. ORFEUS-NERIES observatory coordination workshop success. ORFEUS workshop Utrecht University success (student interest!). EPOS proposal submitted October 2007. ORFEUS staff and ExeCom and new EC proposals ORFEUS difficult to fill positions. Data availability versus observatory interests. Discussions. EMSS discussion needs moving IRIS-DMC coordination visit to ODC

17 - Proposal ExeCom president from June 2007. - Proposal Board president from June 2007. - Proposed Bucharest meeting program - Basic proposal EMSS strategy  Input to EMSS working group [Winfried, Dost, Remy, Torild]  presenting to the board in Zurich. - Strategy broad ORFEUS involvement in NERIES. - Agreement on ORFEUS/ODC priorities. - First on-set FP7 strategy. Proposed meeting targets ExeCom meeting 5/2/2007 :

18 Motivation in favor of EMSS: Seismology infrastructure services as one unit. unified European Service Agency. one organization applying for EC funding. Natural consequence of NERIES. Solution to Key nodal member (to EMSC and ORFEUS?) activities Motivation against EMSS No easy solution for legal and financial aspects. The US has both the NEIC (EMSC) and IRIS (ORFEUS) Potential complications. Finances: ORFEUS and EMSC have an established funding practice. Changing these may risk the fragile European coordination. Complexity: EMSS should not be an additional organization, but a simplification and bundling of efforts.  How? Lack of well defined responsibilities: Clear separation of ESC, EMSC, ORFEUS and EMSS duties.  How? EMSS discussions
