4. Background CDG Lahore Punjab Cities Governance Improvement Project is focused at strengthening of systems and governance improvement for enhanced service delivery and is being implemented in five large cities of Punjab which includes Faisalabad, Gujranwala, Lahore, Multan and Rawalpindi. The disbursement decision is based on achievement of pre-specified results, referred to as Disbursement linked Indicators (DLIs).

5. DLIs Status for Year 3 DLI 1: Resource Planning CDG Lahore 1. Develop Integrated Development and Asset Management Plan (IDAMP) tools and reporting formats. Draft template developed. Provide training for all city officials on IDAMP. Training workshop of Consolidated ADP and MTDF has been conducted on May 21, 2014 in Lahore. Workshop was attended by Key Officials of CDGL. Conduct data collection and build GIS-based inventory of municipal infrastructure & capacity building 1. Completed: Agriculture. CD, F&P, W&S and Health (70%). Remaining Data Collection is in progress. 2. CDGL participated in Workshop organized on October 13’2014 to finalize categories of assets, forms and modalities of data collection. ActivitiesStatus Three Year Rolling plans for integrated development and Asset Management implemented by each CDGs for areas within “city” boundary.

6. DLIs Status for Year 3 DLI 2: Procurement CDG Lahore ActivitiesStatus Good procurement performance practices operationalized in CDGs through implementation of the provincial procurement rules. Stipulations of the Procurement Rules (and the SOPs) complied with for all city level projects. 2 nd round of trainings on Punjab Procurement Rules conducted on October 18, 2014 at Town Hall, CDGL. SOPs developed, printed and disseminated. A checklist for procurement of EEPs has been developed and cities are being advised to make this checklist part of each procurement. Public Procurement Checklist developed and Disseminated to all CDGL Wings.. Annual Procurement Plan developed and uploaded on PPRA Website.

DLIs Status for Year 3 DLI 3: Intergovernmental Finance CDG Lahore ActivitiesStatus Reporting of flow of funds to CDGs and city entities, at the CDG level Each CDG is being provided details by the Finance Department regarding transfers being made to the city entities, at the time of the transfers.. Database is being maintained at CDG Lahore. CDGL: 66 Notifications Other Departments (WASA, TEPA, PHA, LDA): 65 Notifications July-2013 to October 2014

DLIs Status for Year 3 DLI 4: Revenue Collection CDG Lahore ActivitiesStatus Improvements in Own Source Revenue (OSR) collection systems Roll out and operationalize OSR Action Plan for all city entities Comprehensive meetings were conducted with CDGL staff for implementation of action plan. CDGL provided all relevant data to the concerned. Surveys for identification of illegal land-use, bill boards and survey for industries (vocations and trades) are also scheduled. CDGL enhanced its Own Source receipts through auction of vehicles which comes to the tune of 51.2 million. In current Fiscal year. By improving infrastructure of GBS (Lari Adda) CDGL has enhanced its revenue of this head by 142% above the target. (600 Million/372 Million upto Nov-2014). CDGL made efforts to regularize rent of municipal properties and succeeded to recover the arrears. In turn few markets which are defaulters, now paying rent regularly.

9. Shrinkage of CDGL’s Revenue CDG Lahore Since the portfolio of revenue generation has been shifted to other departments it has resulted in shrinkage of overall inflows. Such as Billboard fee head shifted to Parks & Horticulture Agency. (PHA) Commercialization Head has been shifted to Lahore Development Authority (LDA). S anitation Fee is not being paid by WASA Lahore on regular basis.

10. DLIs Status for Year 3 DLI 5: Boundary Alignment CDG Lahore Indicator: Boundary of ‘city; area adopted by each city and its entities as the spatial planning and service delivery area Activities: Develop and implement Action Plan for phased extension in ‘Service Delivery’ area for city entities (WASAs, SWM etc.) to align this area to ‘city’ boundary.

DLIs Status for Year 3 DLI 6: Public Disclosure & Access to information CDG Lahore ActivitiesStatus Public Disclosure and Access to Information mechanism operationalized Develop mechanism for public disclosure and access to information for municipal services for CDGs and its entities Websites of CDGL has been developed and on request of SNA Lahore, updated with content management systems for updation. Public Information Officer (PIO) has been notified in in CDGL. Disseminated Right to information act 2013 to CDG Lahore. Mechanism yet to be developed.

12. DLIs Status for Year 3 DLI 7: Accountability CDG Lahore ActivitiesStatus Effective and transparent feedback and grievance redress mechanisms operationalized. Develop mechanism for public disclosure and access to information for municipal services for CDGs and its entities Existing Practices : 1. Zamindar Shehri (080002345) 2. Chief Secretary Complaint Cell 3. One Window Cell at DCO Lahore Office A meeting held with CDGs, WASAs and PITB on December 4, 2014 to review the existing complaint systems of WASAs and CDGs.

Environmental and Social Management Plans (ESMPS) developed. (13 No. of Road Schemes) Environment Cost included in procurement plans. A training workshop “Implementation of Regulatory Frame work of Pakistan” was organized at Town hall CDGL on request of CDGL and WASA Lahore. (52 Participants)
