1 It entered into force in 1971. It acts on the territory of 48 countries ADR - a document which takes into account the recommendations on standardization and harmonization of norms and regulations in force in different countries and on different modes of transport. ADR - Agreement is an international agreement on common rules for transport of dangerous goods (DG). ADR Agreement developed by the European Economic Commission of the United Nations in Geneva. Title of agreement in French: Accord europen relatif au transport international des marchandises dangereuses par route (ADR). ADR / ADR comprises the agreement itself and the two applications are an integral part thereof and which contain the requirements governing the transport of dangerous goods by road: Appendix A - General provisions and provisions concerning dangerous substances and articles; Appendix B - Provisions concerning transport equipment and transport operations.

2  European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR) was done at Geneva on 30 September 1957 under the auspices of the Economic Commission for Europe of the United Nations and entered into force on 29 January 1968.  The text of the Agreement was amended by the Protocol to amend paragraph 3 of article 14, which was adopted in New York on August 21, 1975 and entered into force on 19 April 1985.

3  The list, which consists of 57 international agreements of the UNECE in transport and ADR, including on the UNECE website posted a summary table containing information about the status of these agreements for signature, ratification, accession and acceptance by member countries of the United Nations.

7  European Agreement concerning the International Carriage of Dangerous Goods, ADR was written to increase security, both within the state and international road transport of dangerous.

8  Annexes A and B of ADR are continually reviewed by the working group WG (twice a year) and once every two years, reissued.  The next edition ("ADR 2015") Annexes A and B of ADR in force since January 1, 2015.  ADR 2015 may be used until 30 June 2017.  In accordance with the transitional measures provided for in ADR 2015 version of ADR 2013 may be used until 30 June 2015

9  To ensure ease of use of Annex A and B of ADR / ADR is divided into 9 parts.  Appendix A consists of 7 parts of 1- and application  The - of the parts 8 and 9.  Each part is divided into chapters,  and each chapter - into sections and subsections

10  The structure consists of nine parts, which are grouped under the two applications, as provided in Article 2 of the Agreement, namely:  Appendix A: General provisions and provisions concerning dangerous substances and articles  Part 1: General Provisions  Part 2: Classification  Part 3 Dangerous goods list, special provisions and exemptions related to dangerous goods packed in limited quantities  Part 4 of the Regulations relating to the packaging and tanks  Part 5 Consignment procedures  Part 6 Requirements for the construction and testing of packaging, containers for medium-duty  bulk containers (IBCs), large packagings and tanks  Part 7 Provisions concerning the conditions of carriage, loading, unloading and handling  Appendix B: Provisions concerning transport equipment and transport operations  Part 8 Requirements for vehicle crews, equipment and operation of vehicles, as well as documentation  Part 9 Requirements concerning the construction of vehicles and their acceptance for carriage

12  under article 4, each Contracting Party shall retain the right to regulate or prohibit, for reasons other than safety during carriage, the entry into its territory of dangerous goods. Contracting Parties also retain the right to arrange, by bilateral or multilateral agreements that certain dangerous goods, the carriage of which is prohibited in Annex A, may under certain conditions, be accepted for international transport on their territories, or that dangerous goods international carriage of which is permitted under Annex A may be subject to international traffic through their territory in compliance with the requirements less stringent than those required in Annexes A and B.

13  Selection of an international agreement, which should be guided by the requirements of the organization (implementing) the international transport of dangerous goods, depends on the type of transport, the service, the type of cargo shipments and transport route.

14  "Regulations for the Safe Transport of Radioactive Material"  Model Regulations and the Globally Harmonized System of Classification and Labeling of Chemicals.  At present, there are 17 th edition of the Model Regulations on the Transport of Dangerous Goods.  DGR - Dangerous Goods by Rail;  PPZHG - Rules of transportation of liquid bulk cargo in tank-wagons and wagons of bunker type for transportation of oil and bitumen.

16  Permit for transport of dangerous goods through the territory of the Republic of Tajikistan shall be issued if all the requirements of the Convention ADR:  1.Sertifikat packages of dangerous goods  2.Sertifikat transport for dangerous goods  3.Sertifikat driver for transportation DG  4.Markings of dangerous goods

17  A special permit (Form CP-1) to the definition of the route of transportation of dangerous goods are issued by the state supervision and regulation in the field of transport with payment collection at the border of the Republic of Tajikistan.

20  For 7 months in 2015 year in Tajikistan imported dangerous goods in the amount of 2 176 tones (mainly chemicals) and removed 44 tons.  Imported fuel during this period 8347 tons, transit crossed our territory 12297 tones of fuel.
