3 Who Can Purchase Firearms? ● Any person 18 years or older that has not been convicted of a felony, has an arrest warrant, have used drugs within the past year, were committed involuntarily to a mental institution, ruled mentally incompetent by a judge, living in the U.S. illegally, have a domestic-violence-related restraining order against them, or have a misdemeanor domestic violence conviction. People who were dishonorably discharged from the military or who have renounced their U.S. citizenship are also barred from gun purchases.

4 Concealed Carry Permit A permit that allows one to conceal a firearm in any place except government buildings or any other gun restricted areas. Utah allows firearms on any school campus unless posted otherwise on school grounds.

5 ● Anyone that can legally own a firearm has the right to open carry. ● To open carry means your firearm needs to be visible to those around you. You can open carry a firearm in any building or area except government buildings or any other area that is posted as a gun restricted area. Open Carry

6 Susan Milligan  Political and foreign writer Susan Milligan argues that those who oppose gun control oversee the non-classic “criminals” who have access to guns.  Milligan supports her argument by providing several circumstances where gun restrictions could have saved lives.  One of her examples was where a gunman opened fire at a grocery store in Indiana, killing two people. If this individual would have provided a background check, could he have passed?  The evidence provided by Milligan shows how background checks could have saved the lives of several people.

8 James Q. Wilson Professor James Q. Wilson argues that the implementation of gun control will not solve criminal acts. Those who favor gun control overlook how accessible guns are. Whether it is legally or illegally, the amount of guns in the United States is too great to be effectively reduced. Although background checks would help facilitate guns, people will always find ways to access guns. For example, some may steal guns from those who properly purchase a gun. Moreover, Guns don’t kill people, people kill people. Therefore gun control is not the solution. Instead of focusing on gun control, mental programs should be implemented.

10 Jr. John R. Lott Professor John R. Lott provides a study known as “shall-issue laws” that show the net effect of gun control. According to Lott’s study, the results suggested that states with gun restrictions could have avoided about 4,177 rapes, 60,000 aggravated assaults, and approximately 12,000 robberies. Lott also states that the possibility of someone carrying a gun usually deters criminals from action. Furthermore, Lott also address the overall benefit that women will have if they carry a conceal weapon. Since women are physically weaker than men, carrying a gun will increase self-defense, and decrease the chance of them being the victim of a violent crime. However, Lott states that if violent crime rates fall, robbery and auto theft crime rates may increase. Even though Lott acknowledges the downsides of carrying a concealed weapon, he suggests the pros outweigh the cons.

12 Charles Cooke Reviewer and writer Charles Cooke argues that gun control has not prevented massive massacres. His argument is illustrated through the enormous amount of shootings that have occurred in the past decade. For instance, the shooting in Sandy Hook Elementary School killed several students and teachers. Cooks arguments state that attempting to “do something” has nothing to do with “preventing deaths”. Consequently, Cooke also argues that these “incidents” have acted through the proper process. Cooke states that the “perpetrators” have not purchased a weapon through “unregulated private sale.”

15 ● Australia’s Solution; 10 Years Later ● Will Oremus wrote an article for Slate about Australia’s implimentation of strict gun laws after a series of mass shootings. Studies found a close correlation between sharp declines in firearm related deaths and the mass gun buybacks done by the Australian government. ● Homicides by firearm plunged to 59% from 1995 to 2006, with no corresponding increase in non-firearm-related homicides. ● Suicide by gun reduction was even steeper with a 65% decrease. ● Robberies involving a firearm also dropped significantly.

16 ● An investigation by Mother Jones concluded that no more than 1.6 percent of mass shootings were ended by armed civilians.

17 ● Michael Siegel (MD, MPH), Craig S. Ross (MBA), and Charles King III (JD, PhD) conducted a negative binomial regression analysis of panel data from the Centers for Disease Control and Prevention. ● Their model indicated that “for each percentage point increase in gun ownership, the firearm homicide rate increased by 0.9%.”

18 ● Eric W. Fleegler, MD, MPH; Lois K. Lee, MD, MPH; Michael C. Monuteaux, ScD; David Hemenway, PhD; and Rebekah Mannix, MD, MPH compiled these statistics.
