2 2 Introduction Objective 4— Deployment of New Technologies The Commerce Advisory Group (CAG) is responsible for producing a report focusing on state and local public safety and commercial spectrum issues related to the President’s four objectives This session will help develop input on effective means of deploying new technologies that the Department of Commerce will incorporate into the report Specifically, the objective is to develop policy tools to streamline the deployment of new and expanded services and technologies, while preserving national and homeland security and public safety, and encouraging scientific research This group will discuss and comment on case study examples, which are indicative of efforts to support the deployment of emerging technologies Deployment of New Technologies

3 3 Meeting Ground Rules Objective 4 — Deployment of New Technologies Deployment of New Technologies The primary goal of the breakout session is to generate discussion Debate should focus on ideas posed, not the individual providing the input Open and candid discussion is encouraged Participants must use available microphones, stating their name and organization they represent EACH TIME they contribute to the discussion Discussions will be non-attributable. All information gathered will be presented in the aggregate. No individual or agency will be mentioned in conjunction with a specific suggested improvement or opinion

4 4 Cognitive Radio — This technology allows users to access multiple spectrum bands based on usage levels. These “frequency- and technology-agile” radios allow for the use of the best available spectrum at a given time –Has a strong potential for improving public safety interoperability because multiple frequency bands can be programmed into a single radio –Service rules and labeling requirements are still being developed Is this a successful introduction of a new technology? 5 5 4.9 GHz Public Safety Band — This allocation permits public safety agencies to implement on-scene wireless networks for streaming video, rapid Internet and database access, and transfers of large files –Gives every jurisdiction in the country access to spectrum for deployable, interoperable, broadband communications –Considers developing consistent standards with the Dedicated Short Range Communications (DSRC) band at 5.8 GHz, which makes licenses available to public safety entities Is this a successful introduction of a new technology?
