3 Gold Card Initiative Launched in November 2011 to assist post-9/11 era veterans re-enter the labor market Participants receive enhanced intensive services including six months of follow-up Training and Employment Notice 15-11 and Veterans Program Letter 01-12 on the Gold Card Initiative provides further guidance

4 Specific services may include: Job readiness assessment Establishing an Individual Development Plan Provision of labor market, occupational, and skills transferability information Referral to job banks, employers, apprenticeships, and other resources Monthly follow-up by an assigned case manager for six months Gold Card Initiative

5 Veterans Retraining Assistance Program (VRAP) Collaborative partnership between VA and DOL Authorized by VOW To Hire Heroes Act (11/21/11) Program runs from July 1, 2012-March 31, 2014 Serves up to 99,000 eligible veterans ages 35-60

6 VRAP Continued Provides participants VA educational benefits for up to one year of Vocational Training which must: – Be in a “high demand occupation” identified by DOL – Be in a community college, vocational or technical school, full time up to 12 months – Lead to an AA, Non-College Degree, or Certification

7 VRAP Eligibility Be between the ages of 35 and 60 Be unemployed on the date of application Not be enrolled in any Federal or state funded job training during the previous 180 days Be in receipt of an other than dishonorable discharge Be ineligible for any other VA education program Not be in receipt of VA compensation due to individual unemployability

8 VRAP Applications Veterans can apply beginning May 15, 2012: Training can begin July 1, 2012 Up to 45,000 can be enrolled from May 15-September 30, 2012 Up to 54,000 can be enrolled from October 1, 2012- October 1, 2013, with training concluding by March 31, 2014 Application will be available online at the VOW Act website: http://benefits.va.gov/vowhttp://benefits.va.gov/vow

9 VRAP and One-Stop Centers One-Stop Center Staff will: Inform veterans about VRAP Assist veterans to understand VRAP eligibility and application Provide labor market information about the occupations approved for VRAP training For those veterans who complete the training or terminate early: Contact individuals within 30 days to provide assistance. Assist veterans with their job search

11 Unemployment Compensation for Ex-Service Members (UCX) Pilot Purpose: Identify new ways to outreach and provide access to jobs and reemployment services to UCX recipients Principals: VETS, ETA, NASWA and the Army Pilot states: Georgia, Illinois, North Carolina, and Texas

12 UCX Pilot Four goals: 1.To identify a common set of UCX data 2. To work with the states’ UI agencies on data sharing and identifying electronic methods to support the data 3. To identify strategies to more effectively outreach to UCX claimants and connect them to jobs and reemployment services 4. To improve reemployment outcomes and reduce UI duration for UCX claimants

15 LERS ETA 9002 and VETS 200 Changes A new three item report was added to the 9002 (the 9002 F): – covered entrants who reached the end of the entry period – covered entrants who received a service during the entry period – covered entrants who received a staff-assisted service during the entry period A credentials field will be added to the VETS 200 A, B, C, and the ETA 9002 D A Post 9/11 era veterans column will be added to the VETS 200 A, B, C, and the ETA 9002 B and D

16 A Homeless veteran column will be added to the VETS 200 A and B A Transition Assistance Program (TAP) column was added to the ETA 9002 B and D A TAP row was added to the VETS 200 A, B, C Four additional rows will be added to the VETS 200 A, B, C, and the ETA 9002 C and D to collect median earnings information at the three and sixth month intervals, as required LERS ETA 9002 and VETS 200 Changes

19 Electronic Survey on Post 9/11 Era Veterans Served Documenting the receipt of priority of service for intensive and staff-assisted services The information to be collected through the monthly survey is needed for two purposes: 1.To provide sufficient data to develop performance benchmarks for the forthcoming data items in the LERS 2. To provide more “real-time” data on service levels so that federal and state program managers can assess levels of service, and if needed, provide timely technical support and assistance to the states to better serve these individuals

20 Electronic Survey Continued… What is it? The survey is a monthly collection of aggregate, state-level data on the number of post-9/11 era veterans served and the services they received. The survey will consist of the two letter state code and two questions: 1.How many post-9/11 era veteran participants are new enrollees in your program? 2.How many participants of your post-9/11 era veteran new enrollees received intensive or staff-assisted services?

21 Electronic Survey Continued… Logistics 1.Duration: The survey will commence June 1, 2012 with an expected end date of December 31, 2012 2.Frequency: The survey will be administered monthly 3. Who: States will, with their regional offices, identify a point of contact(s) for the survey 4. How: The survey will be 100% electronic

22 Improvements and Features – Online portal for file upload (no need for PC-based software installations and patches) – ONE file upload (no need to upload file to EBSS) – WIA Quarterly (9090) and Labor Exchange 9002 and VETS 200 series reports generate automatically – Only requires an internet connection – no restriction on PC operating system Enterprise Data Reporting and Validation System (E-DRVS)

23 Additional Information – Set for completion (WIA and Wagner-Peyser functionality) by Summer 2012: States should use the new system for PY 2012 quarterly submissions, as well as the PY 2011 WIA annual submission – NOTE: LERS will continue to use the current DRVS software for PY 2011 reporting and validation – Other ETA programs to be added during PY 2012: – TRADE: October 2012 – WISPR: January 2013 – NFJP: June 2013 – A TEGL regarding the use of the system is forthcoming
