2 The WHO planning cycle at Global and regional level 6-year Medium-Term Strategic Plan (MTSP) 2008- 2013 which defines Strategic Objectives for WHO and its Member States Medium-term priorities for collaboration with Republic of Moldova 2008-2013 priorities for collaboration during 2-years (BCA) –responsibility of both the WHO Secretariat and the Ministry of Health of the Republic of Moldova

3 15 December 2011 Medium-Term priorities for collaboration for 2008-2013 1.Strengthening of Health System 2.Strengthening of surveillance and control of communicable diseases 3.Prevention and control of major non-communicable diseases and reduction of health risk factors (tobacco, alcohol and drugs and food safety) 4.Strengthening of mother and child and reproductive health 5.Fostering the Environmental Safety and health systems preparedness to disasters (natural and induced)

4 15 December 2011 Preparations for collaboration in 2012/13 Biennial Collaborative Agreement (BCA) preparations started in February 2011 Two rounds of consultations held in Ministry of Health (involving public sector agencies and stakeholders) under the leadership of Minister of Health in early March where key priorities were identified Draft plans prepared by WHO/Europe in April-May WHO priority setting retreat in June Work plan updates and budgeting July-August 2011 Continuous discussions with Ministry of Health and consultation of pre- final draft BCA BCA signed between Republic of Moldova and WHO during WHO Regional Committee in Baku (September 2011) Operational planning and adjustment (October – December 2011)
