2 Settlement and Resettlement Programs Derive mandate from the Immigration and Refugee Protection Act (IRPA) Principal goals: Settlement Program – promote the successful integration of permanent residents into Canada, while recognizing that integration involves mutual obligations for new immigrants and Canadian society. Resettlement Program – fulfill Canada’s international legal obligations with respect to refugees and affirm Canada’s commitment to international efforts to provide assistance to those in need of resettlement. 2

3 Multiculturalism Program Derives mandate from the Canadian Multiculturalism Act (1988) and Canadian Multiculturalism Policy (1971) and encourages vision of Canada based on equality and mutual respect without regard to race, national or ethnic origin, colour or faith. 3

4 Eligible Recipients Settlement ProgramResettlement Assistance Program (RAP) Multiculturalism Program Provinces with an alternative funding arrangement; Provincial, territorial or municipal governments; Not for profit organizations including non-governmental organizations, non-profit corporations, community groups and umbrella organizations; Businesses; Educational Institutions (including school boards, districts and divisions); Individuals International Organizations (approval of the Governor in Council required); Provincial, territorial, municipal government; Non-profit corporations; Non-governmental organizations; Intergovernmental organizations; Community groups and umbrella organizations; Businesses Educational institutions; departments/agencies; Referral orgs (as per Regs); Individuals; International organizations The UN High Commissioner for Refugees (UNHCR); Overseas service providers; Canadian not-for-profit organizations or associations; Private sector* Public institutions and local government Canadian citizens and permanent residents * Eligible for contributions only

5 Route to Funding Call for proposals Unsolicited proposals New agreement – extending relationship Grants (under multi-program)

6 Priorities: (multiculturalism – projects stream) National priorities (only) have been introduced for first CFP Subsequent CFPs will likely have national and regional priorities For this CFP, priority will be given to proposals that involve one or more of following groups as primary beneficiaries: –youth –youth-at-risk –faith communities/organizations –immigrants Priority will also be given to projects proposals that have focus on one or more of following themes: –citizenship rights and responsibilities –facilitating positive interaction among different cultural, ethnic and religious communities in Canada

7 Service Standards –Submissions will be acknowledged no later than 7 business days after the Call for Proposals Closes –Applicants will be advised of their (and project) eligibility no later than 30 business days from date of CIC’s acknowledgement letter. –Eligible applicants will be informed of funding decision within 90 business days of CIC having advised them of their (and their project) eligibility, or whether any additional processing time will be required. 7

9 Assessment Process Assessment process ensures that each submission is evaluated objectively against same parameters and criteria as other submissions Transparency –Proposals will be assessed against categories listed in Funding Guidelines/CFP 9

10 End of Agreement Service Standard New Agreement not automatic
