7. December 21, 2015 Public Health Service Structure - What we know PHS - part of DH, not a separate legal entity Many functions currently in ALBs, notably the HPA will be brought into the Dept. Directors of Public Health (DsPH) will be joint appointments between the SoS (through the PHS) and LAs, but will be employed by LAs. Secretary of State, through the PHS, will agree with LAs the local application of national health outcomes. DsPH will lead health improvement for their area, have a ring-fenced budget. Cabinet sub-committee on Public Health will be chaired by SOS
