2 Background in Inspection evidence In the first 91 learning community inspections HMIE have looked at the impact of partners in raising achievement for young people and adults and the achievements of community groups and organisations. What percentage has been evaluated as good or better? 60%70% 80%90%

3 Inspection evidence In the first 91 learning community inspections HMIE have looked at the impact of partners in raising achievement for young people and adults and the achievements of community groups and organisations. What percentage has been evaluated as good or better? 60%70% 80%90%

4 Performance and self-evaluation ‘improvements in performance’ was evaluated as good in ?% and very good in ?%. ‘Improving Services’ was evaluated as good or better in ?%.

5 Performance and self-evaluation In only 32% of inspections ‘improvements in performance’ was evaluated as good and in only 3% was it very good. In only 35% of inspections ‘Improving Services’ was evaluated as good or better. Of this number four were very good and 2 were excellent.

6 Purpose To provide: framework to support people in planning, improving and providing evidence of the outcomes from their CLD work guidance on how to interpret and use the framework. Specific aim: relating our evidence more closely to the National Performance Framework

7 Scottish Government Strategic Objectives Make Scotland: Wealthier and Fairer Smarter Healthier Safer and Stronger Greener. We also look at: NO11: We have strong, resilient and supportive communities where people take responsibility for their own actions and how they affect others.

8 Levels of impact The framework suggests indicators, or types of indicator, which could be used to record the performance of CLD services at four levels: Engagement Self-perception of impact Measurable Outcomes Sustained impact.

10 Uses Three different levels: aid to self-evaluation evidencing contributions to Single Outcome Agreements demonstrating the overall contribution of CLD to National Outcomes.
