1 Strengthening of continues medical education system in SRH&R Aigul Azimova Kyrgyz State Medical Institute for Retraining and Continuous Education Bishkek - 2015

2 Key measures (1) Organizational development of Kyrgyz State Medical Institute for Retraining and Continuous Education Human Resource building in Distance Learning education Development and provision of Distance Learning course on SRHR and HIV prevention Development of regional cooperation in SRHR through distance learning platform

3 Key measures (2) Establishment of Training Resource Center on improvement of continuous medical education in SRH/FP (regulation, hard ware, strategic planning): -Enhance the qualification of teachers; -Development and introduction of short-term practical courses for health facilitates on the base of clinical protocols and WHO guidelines -Capacity building of national trainers and mentors (data base)

4 Regional cooperation on Distance Education (DE) since 2008: – GIZ – КSMI (Kyrgyz State Medical Institute for training and retraining) - Kyrgyzstan – NECCFM (National Education and Clinical Center for Family Medicine) - Tajikistan – КаzNМU (Kazakh National Medical University) (since 2011), АSIPE (Almaty State Institute of postgraduate education) (2008-2010) - Kazakhstan The period of the course implementation: 2007 – 2014 9 DE courses for medical professionals, 8 of them are regional 5 DE courses for non medical professionals Common number of participants: 361 (of them 249 medical professionals) 3 DE courses of methodology of DE: 77 participants Alumni: – development of DE courses on HIV and TB, – HIV and Drug Demand Reduction and Harm reduction. – Development of Course on HIV and SRHR (2012) Developed and implemented 2 DE courses on SRHR (2012, 2014)

5 2.Institutional development 1.Human resources development Three level approach 3.National and regional policy national and regional accreditation Regional cooperation in DE area: the Results -Increasing knowledge and competence of the professionals working in the HIV field -Changing of the attitudes towards the HIV/AIDS problem, de-stigmatisation -Improving IT skills -Changing educational habits -Regional and national teams of trainer and specialists in DE are prepared -Significant change in the potential of the organisation -Significant increase in the use of IT in organisations -strengthening networking -intersectoral and international experience exchange -Strengthening regional partnership between organisations -Approval of DE programmes at the MoH (Kyrgyz experience) -Approval of the position on DE usage in CME (Kyrgyz experience)

6 Results (1) Under GIZ technical support a Strategy on development of KSMIRCE was drafted with the clear and integrated role of Distance Education within the continuous medical education system; Web-Site on Distance Education under the KSMIRCE (http://www.ksmi.kg/elearning/)http://www.ksmi.kg/elearning/ Build capacity of teachers in developing and providing Distance Education courses; Regional course on SRHR with active involvement of international and regional experts; Distance Course on SRHR - 80 trained specialists from Central Asia;

8 Results (2) Training Resource Center on SRH/FP (under support of WHO, UNFPA, GIZ): Build capacity of teachers and national trainers on FP, EPC, EmOC, Near-miss cases review Developed and introduced the WHO quality improvement tools (CEMD, Near miss) Developed and introduced short-term practical courses for health facilities (EmOC, FP)

9 Challenges At organizational level: implementation of activities of Development Strategy is slow, certain resistance from the staff; Lack of sufficient support in Distance Education (outflow of trained human recourse, low motivation) At regional level: lack of commitment and contribution from partners side to maintain distance education platform

10 Perspectives Further implementation of changes in accordance with Development Strategy of KSMIRCE Sustainable and wide integration of Distance Learning into continues medical education system Establishing of Coordination Council on implementation of Distance Education within continues medical education system Application of integrated distance learning packages into the practice (SRHR)
