4 National Aeronautics and Space Administration www.nasa.gov 4 Background ARTS will combine the current SSETS contract with a number of NRA contracts (OAI, Toledo, CSU, and Akron) into a single research support contract. The scope of ARTS is to provide highly specialized research support with a focus on participation from educational institutions. ARTS will be CPFF and 100% task orders. –Tasks will be developed at a higher level than current contracts. –SOW template will be provided. –Provisions are in the SOW for the contractor to report labor and key data at the sub-task level. –Base year duration with 3 option years (until July 2017). Long-term plan is to re-compete this scope with the follow on for GESS-3 procurement (in 4 years).

These tasks exist outside the outline agreement POP as part of the allowed additional year, and were issued during the outline agreement POP. * PLEASE NOTE: this does not mean funding is not required as needed (PR obligations.)

10 National Aeronautics and Space Administration www.nasa.gov Cleveland State University Contract: NNC07BA14B Contracting Officer: Syreeta Stewart Tasks 71T, 72T, 75T will be extended in monthly increments (45 days for 71T/72T for first increment as they are ending 6/14) as needed up to a possible 3 months (plus 15 days.) Request from CO went out for incremental SOWs. Each increment will be sent to CSU for a proposal. The proposals will be evaluated and funded. PRs will need to be submitted and the extensions awarded before expiration.

Current tasks will be extended in monthly increments as needed up to 9/30. 12 tasks need to be evaluated to determine which will continue under ARTS.

13 National Aeronautics and Space Administration www.nasa.gov Funding PRs – Process Since the ARTS Contract is still in Source Evaluation status, we can’t obligate funding on the contract yet. However, we want to ensure that funding is available for the contract, so PRs funding requests are being accepted at this time. Funding will be committed on PRs by the CFO until it is able to be obligated on the new contract (when all funding, documentation, and contract are available).

Instructions: In an email to Jacob Jevec, please provide the following information: –Identify if new task or task from existing contract If existing task, provide which contract the work is coming from (i.e., USRA, OAI, U of Akron, U of Toledo, CSU) –Funding information (amount and funding codes) –Attach the Statement of Work (SOW) and any other required attachments (listed on the C-376 ‘SAP Purchase Request Information’ Form) See below:
