9 EL CABRIL: RELEVANT ASPECTS OF MANAGEMENT
LILW treatment, conditioning, characterization and disposal operations began in October 1992 in this nuclear installation. The facility has been designed and constructed to guarantee the absence of any significant impact on human beings and the environment. It is made up basically of a conditioning building, quality verification laboratories, other auxiliary installations and disposal structures, consisting of aligned cells. The operations of a complementary installation at El Cabril started up in October It is used for the disposal of very low level wastes (VLLW), such as most of those generated during the dismantling of nuclear power plants and special interventions involving the clean-up of land or contaminated facilities. El Cabril centre, as key piece of the National system, offers the robustness and operability needed to assure its safety and efficiency, as well as enough flexibility for its optimization (processes improvement, R&D programme on engineered barriers, …)

Waste Acceptance Criteria: ENRESA has established WAC related to the safety case for operational and post-closure phases. It also set up characterization, Acceptance and verification procedures Waste Tracking System Periodic Safety Review: El Cabril safety case has been periodically updated using the knowledge gained throughout the different phases of the Project According to CSN standards, nuclear facilities are submitted to a safety review every ten years period. 2 PSR covering the periods and , have been carried out covering: Operating experience Experience on the aspects related to radiation protection Experience from the application of the WAC methodology Experience in the study of parameters affecting the long-term safety Experience in long-term safety assessment Regulatory changes

20 ECONOMICS OF EL CABRIL / OPERATIONAL COST
By reason of their activities at El Cabril, ENRESA Operational cost is for M€ per year including: National taxes: VAT 8% Regional Government: Operating taxes Hosting Town Council: Local Activities tax, permits (i.e. Building permit) Legal instrument for assignments to Town Council located in the neighborhood of RW storage/disposal facilities: Infrastructure improvements through Cooperative Agreements with competent institutions Additionally, “Good neighbor policy” Industrial facility, including RWM processes Staff (~ 180 people): local recruitment Services: local supply i.e. building, staff transport, security… Supporting programmes in the fields of social action, healthcare, culture and environment
