6 All PA County Behavioral Health Authorities are required to have a “County Housing Plan” Recovery Oriented Systems of Care Creating a Culture of Health Recognizing that Housing is a key component to People’s recovery Putting resources towards support those efforts Assuring that the spirit and letter of the Supreme Court Olmstead decision is followed. Supporting full community integration for people with disabilities. DBHIDS. RECOVERY, RESILIENCE & SELF-DETERMINATION

7 County Housing Plans can support Capital Project Based Operating Assistance Tenant Based Short Term Rental Subsidies (Bridge Program) - A Bridge to Mainstream Housing Resources Program Management Housing Contingency Funds Housing Support/Support Services- With a long term plan for Medical Assistance Reimbursement DBHIDS. RECOVERY, RESILIENCE & SELF-DETERMINATION

8 948 Participants (2012-2014) 27% from Congregate Care 32% from Current Homelessness 41% from Project Based Permanent Supportive Housing Programs PSH Outcomes Philadelphia Clearinghouse (2012-2014) DBHIDS RECOVERY, RESILIENCE & SELF-DETERMINATION Outcomes 87.5% remain in stable housing and are not using crisis services 11.5% are no longer in PSH 1% deceased
