3 2 Outstanding Agreements in Bali 1.Reconstitute the EGTT with strong and focused mandates for a further five years (until 2012), and to review it at COP18 2.Adopt the set of actions for enhancing the implementation of technology transfer framework, for consideration by the EGTT in formulating its future work programme 3.Initiate process for the review and assessment of the effectiveness of the implementation of Articles 4.5 and 4.1(c) in accordance with 13/CP.3 4.GEF to elaborate a strategic programme to scale up the level of investment for technology transfer for consideration by SBI28 5.SBSTA and SBI to oversee the work of technology transfer under the UNFCCC

4 3 Bali Action Plan Enhanced action on adaptation, including consideration of international cooperation to support urgent implementation of adaptation actions, including through vulnerability assessments, prioritization of actions, financial needs assessments, capacity- building and response strategies Integrated adaptation actions into sectoral and national planning, specific projects and programmes.

5 4 Bali Action Plan Enhanced action on technology development and transfer to support action on mitigation and adaptation, including, consideration of: (i) Effective mechanisms and enhanced means for the removal of obstacles to, and provision of financial and other incentives (ii) Ways to accelerate deployment, diffusion and transfer of affordable ESTs; (iii) Cooperation on research and development of current, new and innovative technology, including win-win solutions; (iv) The effectiveness of mechanisms and tools for technology cooperation in specific sectors;

6 5 Expectations from the EGTT: 1.To play a catalytic role in facilitating the implementation of current activities under the technology transfer framework and a set of follow-up actions…(annex I to decision 3/CP.13) 2.To develop medium (2008-2012) and long term strategies beyond 2012, including sectoral approaches, for facilitating the development, deployment, diffusion and transfer of technologies 3.To develop the performance indicators to regularly monitor the effectiveness of the implementation of…. by COP15 (2009) 4.To identify and analyse existing and potential new financial resources and relevant vehicles in supporting technology transfer, to assess gaps and barriers

7 6 Elements of the ToR for identifying, analysing and assessing existing and potential new financing resources Objective - to propose recommendations on future financing options necessary for enhancing the implementation of the Convention with regard to the technology transfer framework Identify and analyse existing and potential new financing sources Assess gaps and barriers Prepare of recommendations on future financing options and risk mitigation tools necessary for enhancing the implementation of the Convention with regard to the technology transfer framework Approach: Preparing three background papers on existing and new financing resources, assess gaps and barriers and possible financing options, A process for EGTT to review the background papers and to prepare an interim report to subsidiary bodies at their twenty-ninth session and final report at their thirtieth session, Organizing one/two event(s): an expert meeting to set up the conceptual frameworks and a side event in COP 14 to present the interim results

8 7 Elements of the ToR for developing a set of performance indicators to monitor and evaluate the effectiveness of the implementation of the TT framework Objective - to develop and test a balanced and robust set of performance indicators that could be used by the SBI to monitor and evaluate the effectiveness of the implementation of the technology transfer framework. Develop a set of candidate performance indicators Test the set of performance indicators Prepare recommendations for using the indicators Approach: Preparing a concise background paper to focus on the issues and practicalities of identifying, developing, and applying various indicators, A process for EGTT to review the background paper and to prepare an interim report to subsidiary bodies at their twenty-ninth session and a final report to at their thirtieth session, Organizing one/two event(s) that may include an expert meeting to develop the set of candidate indicators and a side event at COP 14

9 8 Strategy paper on scaling up development and transfer of technology to developing countries for the long term perspective beyond 2012 Objective – to develop a the long term strategy on scaling up development and transfer of technologies for mitigation of and adaptation to climate change to developing countries beyond 2012. What elements could be scale up? Technology approaches (cooperation and regional dimension) Work on specific technological solutions Technology cooperation initiatives (R&D and deployment) Technology agreements and protocols Sectoral-technology approaches What options exists for sectoral approaches and what are their benefits and limitations? What technological solutions could be targeted by specific economy sectors or greenhouse gases? Should priority be given to sectors where mitigation potentials are high (e.g. power, transport and industrial sectors and land-use)?

10 9 Strategy paper on scaling up development and transfer of technology to developing countries for the long term perspective beyond 2012 How to scale up? Consider establishing a mechanism and/or other means to realize the full potential of technologies,  Enhance the work in partnerships,  Strengthen the private sector participation in technology cooperation activities, including public-private partnerships (PPP),  Collaborative R&D  Strengthen capacity building  Link incentives to enable action by developing countries through technology and to make both, incentives and the action measurable, verifiable and reportable  Consider strengthening institutional and organizational arrangements for development and transfer of technology
