3 政府統計處 Census and Statistics Department Concepts of Hong Kong Resident Population (HKRP) Adopted since August 2000 to address changes in mobility and residency patterns of HK people HKRP comprising –Usual residents –Mobile residents

4 政府統計處 Census and Statistics Department Concepts of HKRP (Cont’d) Usual residents –HK Permanent Residents who spend on the average three months or more in the six month periods before or after the reference time point; and –HK Non-Permanent Residents who are found in Hong Kong at the reference time point

8 政府統計處 Census and Statistics Department POPULATION CENSUS / BY-CENSUS DATA Population Census – a complete headcount of the population conducted every 10 years since 1961 Population By-census – a large sample, detailed enquiry between 2 censuses ADMINISTRATIVE DATA Anonymous individual data / aggregate statistics from administrative systems e.g. birth, death, passenger movement records, departure / arrival statistics HOUSEHOLD SURVEY DATA Continuous household surveys plus ad hoc surveys e.g. General Household Survey and Thematic Household Survey POPULATION CENSUS / BY-CENSUS RESULTS Benchmark data on population socio- economic characteristics Statistics for small geographical areas and population sub-groups VITAL EVENTS STATISTICS Statistics on demographic trends POPULATION PROJECTIONS Population projections – updated at intervals of 2 to 3 years POPULATION ESTIMATES Half-yearly population estimates – based on data from census / by-census and administrative systems HOUSEHOLD SURVEY RESULTS Up-to-date statistics on population socio- economic characteristics between censuses Statistics on current social topics Data Sources Statistical Outputs Population Data System in HK

9 政府統計處 Census and Statistics Department Alternative concepts of population Day-time population –Number of people who are present in an area during normal business hours –Can be crudely compiled based on place of residence and place of work –Can be enhanced if more information is available such as flow of students; cross-district flow for leisurely activities like shopping; and flow of non- residents including cross-boundary workers and students living in the mainland as well as foreign visitors

13 政府統計處 Census and Statistics Department Alternative concepts of population HK residents having resided/staying substantially in the mainland (cont’d) –Data collected through a survey approach with estimation adopting a post-stratification method (by type, sex, age and duration of residence) based on administrative data –Limitation of the survey approach: Not all short-stay HK permanent residents can be covered (confined to those who had a usual place of residence in HK)

14 政府統計處 Census and Statistics Department Interactive mode of data dissemination The advance of the Internet technology support dynamic mode of information delivery Already an international trend in disseminating statistics interactively through the Internet Interactive Data Dissemination Service (IDDS) launched in Aug 2008

15 政府統計處 Census and Statistics Department Partnership with business in data dissemination Re-disseminating official statistics through business partnership –Mode of public-private collaboration –Extension of traditional data dissemination channels Example: Building group statistics jointly developed by Centamap & C&SD

16 政府統計處 Census and Statistics Department Partnership with business in data dissemination (cont’d) Advantages of business partnership –Better understanding of market needs → Innovative use of statistics –Leverage on the strengths of others Extensive/worldwide business network maintained by business partners With additional resources (e.g. expertise) → overcome the resource constraint problem –Less subject to government constraints and practices → More flexible and timely deployment
