12 WIS Compliance Specifications Centres of WMO Member and related organizations may apply for designation as one of the functional centres forming the core infrastructure of WIS: –Global Information System Centres (GISCs) –Data Collection or Production Centres (DCPCs) –National Centres (NCs) The WIS Compliance Specifications document is the authoritative source for specifications applicable to WIS GISCs, DCPCs, and NCs Official designation as a WIS Centre requires a demonstrated capability to implement the WIS Compliance Specifications

13 Designation procedure - NC –NMCs are NCs in WIS –PRs notify WMO of centres to be designated as NC. –Each NC shall have a corresponding GISC –The only new requirement established by the Manual on WIS is to provide Metadata

14 Designation procedure – DCPC & GISC DCPCs & GISCs are designated by Cg or EC, on recommendation of CBS The designation procedure starts with a formal committment by the PR Candidate centres demonstrate to CBS their capabilities CBS delegates assessment to ET- GDDP

15 Demonstration Procedures First phase: Submission of Technical Paper plus Evidence, using the questionnaire tool Second phase: Assessment, Validation and Audit ad hoc Expert Team on GISC-DCPC Demonstration Process (ET-GDDP) assesses information received and runs the six defined demonstration Tests Third phase: Findings and Arrange Demonstration to CBS (Commission on Basic Systems)

16 Demonstration Procedures: Submission of Technical paper plus Evidence WMO Members fill out the online questionnaire, using the tool provided, and conduct the necessary demonstration tests Responses to the questions should contain sufficient information and detail, including results of the demonstration tests, to ensure that the ET-GDDP can make a full assessment

17 Demonstration Procedures: Assessment, Validation and Audit ET-GDDP will assess the response submitted by the Member Feedback will be provided to help complete the documentation GISC candidate assessment includes ET-GDDP site visit –to audit technical infrastructure and organisation in place –to exchange information with local WIS team –to review procedures in place –(potentially) to run some of tests Candidates with qualified endorsement have to demonstrate WIS functions during CBS sessions in order to obtain a full endorsement Candidates already having full endorsement do not have to demonstrate capabilities during CBS sessions

18 Filling out the Questionnaire To nominate a candidate GISC or DCPC WIS Centre, the first step is to fill out the online questionnaire and run demonstration tests In a second, we will look at how to access the questionnaire

20 Entering, Editing and Finalising the Questionnaire Response The questionnaire tool can be used over multiple sessions to progressively refine the response Supporting documentation files can be attached to the questionnaire, these can be referenced by name anywhere in the response When response is final, change the status to “Completed and Locked” so the questionnaire will go to ET-GDDP for assessment To request ET-GDDP review prior to final, change status to “ET-GDDP Comments Requested”

23 Centre A - situation Is a mid-sized NMHS They use a inhouse system to maintain a list of their surface observation stations They also have a commercial product to manage their radar sites

24 Centre A - analysis decide to also make available metadata for their radars, appart from the mandatory metadata for WIS keep maintaining the information in the existing systems periodically export the information from the existing system into the WIS metadata format by directly connecting to the DataBase. The commercial supplier has implemented a WIS export function that exports information in the latest metadata format They make available the metadata to their GISC

26 Centre B - situation Is a small NMHS They have a message switching system for the GTS So far they have no product catalogue They have also never generated metadata

27 Centre B - analysis decide to initially only provide mandatory WIS metadata To generate and maintain the metadata for their GTS products they use the WMO metadata updater, provided by their DCPC (RTH) The access the software via a secure channel through the internet The webbased nature of the software allows the different departments to easily assume their metadata maintenance responsabilities
