2 Department of Education and CultureOrganization of American States Overview Adopted at the IV Inter-American Meeting of the Ministers of Education on August 12, 2005 Aims to promote a democratic culture through education by encouraging research, professional development and educational resources, and information exchange throughout the Americas. The Inter-American Program supports and builds upon significant ongoing local, national and international efforts in formal and non-formal education for democracy.

3 Department of Education and CultureOrganization of American States Objectives by Component Research Component: Promote hemispheric analysis, research and debate on the promotion of a democratic culture through education, both formal and non-formal Professional Development and Educational Resources Component: Promote the development and strengthening of pedagogic methodologies, curriculum, materials and techniques to assist in the teaching, training and learning of democratic values and practices, both in and outside of the school system. Information Exchange Component Promote cooperation between different international, national, and local institutions and actors working at different levels in the field of formal and non-formal education for democratic values and practices, encouraging linkages where appropriate between formal and non-formal education sectors.

4 Department of Education and CultureOrganization of American States Ministers in their IV Meeting in Trinidad and Tobago adopt Program and request: “That the Inter-American Education Committee (CIE) to facilitate the development of a detailed and feasible work plan, benchmarks for progress, a proposed budget and sources of financing for the program’s first phase ….”these items should be developed by a working group of interested member countries led by Colombia, with assistance from the Department of Education and Culture (DEC) of the OAS, and with guidance from an Advisory Group composed of citizenship education officials from member states, academic and civil society experts, and other appropriate, interested partners.” Ministerial Mandates

5 Department of Education and CultureOrganization of American States V Meeting of the Authorities and Executive Committee of the CIE Approved $57,100 in order to support some activities of the first phase of the Inter-American Program. This phase included: –the formation of a coordinating group of ministry representatives, –the first meeting of the Advisory Board of the Inter-American Program held April 17-19, 2006 in Bogotá, Colombia, –the development of a Web Portal for the Program launched in June 2006, –a mapping of current policies and programs in the hemisphere in education for democratic citizenship (in process) –and the organization of an International Seminar on Best Practices in Citizenship Education held July 2006 in Mexico City.

9 Department of Education and CultureOrganization of American States First Advisory Board Meeting Organized by the Department of Education and Culture and Department for the Promotion of Good Governance of the OAS Bogotá, Colombia on April 19-21, 2006 sponsored by the Inter-American Committee on Education (CIE), the Ministry of Education of Colombia, and the Center for Civic Education. The main objective of this first Advisory Board meeting was to produce concrete recommendations and suggestions to be used in the design of the action plan of the Inter-American Program. 15 Department of Education and CultureOrganization of American States A pilot project to train teachers rooted in the principles of the Inter-American Democratic Charter is currently being implemented and monitored in Peru, Supported by funding from the U.S. Mission to the OAS Partners including Fe y Alegria of Peru and the National Distance Education University of Spain (UNED) On-line Pilot Course on Teaching Democratic Values and Practices in Peru 2006

16 Department of Education and CultureOrganization of American States On-line Pilot Course on Teaching Democratic Values and Practices in Peru 2006 The project seeks to implement a distance education course, for primary and secondary teachers, to provide them with the basic pedagogic tools for teaching democratic values and practices in their classrooms. The lessons learned from the course will be presented to the CIE through the Inter-American Program in order to inform policy debates in the hemisphere on teaching democratic citizenship. 17 Department of Education and CultureOrganization of American States Funded by Canadian International Development Agency (CIDA) Department of Education and Culture will begin adapting the Spanish version of the distance course for teachers for the English-speaking Caribbean. Project aims to strengthen teaching practices at the classroom level so that teachers and students become more reflective. On-line Course on Citizenship Education for the Caribbean

18 Department of Education and CultureOrganization of American States Components of On-line Course for the Caribbean Project will develop an on-line multimedia system for distance education, to be supported by on-site tutors, which among its principal elements includes: –A virtual classroom in which the students will find the tools for information, communication, learning and evaluation. –On-line and “real” tutors. –Support and reading materials. –Printed material, videos or discs may also be used either to complement the contents of the course, or to disseminate it in remote regions –Network of teacher trainers, trained teachers, and democratic classrooms. This course forms a part of the Professional Development and Educational Resources Component of the Inter-American Program on Education for Democratic Values and Practices.
