1 Hygiene Promotion TWG

2 Session 1  Defined Objectives 1. Research on possible approaches in order to move forward from good knowledge of hygiene practices to actual behavior changes 2. Develop practical hygiene promotion approach for education centre (School, TLS, Youth centre...) fitting in the education framework. 3. Revision of IEC material, key messages and topics 4. Research on possible synergies for HP training/events/cost sharing

3 Session 1 continued … Justification for the TWG  Limited impact on behavior changes.  Repetition of messages for a long period (2 year +) has led to lack of participation and interest from the population  Top-down character of this approach shows its limitations towards community empowerment and dignity.  SWOT analysis conducted for different approaches (hygiene education, participatory approaches such as PHAST, Social marketing)

4 Session 2  Included a presentation from SCI on some formative research that was beginning.  To summarise, there is a need to conduct formative research in each camp to identify barriers to behavior change, and possible levers to change.  Need to break down the community by age and gender, possibly by economic status or education level?  Facilitation skills are key, to conduct the research as a discussion rather than a questionnaire.  Translation leads to a loss of depth; ideally the discussion would be in Muslim language.

5 Session 2 continued… SI presented on a shortened participatory approach based on PHAST  Whole process conducted in a short duration (7-8 weeks per group)  Targeting the whole population in camps within several rows of implementation  Need to have sufficient human resources due to the caseload (large number of groups to be targeted within the project duration)  How to split groups within the community/camps. Actually based on geographical condition, by clustering 4 shelters within a group. Discussion around the feasibility to conduct the 7 steps in short term, which household members to include in the groups, new IECs need validating by MoH.

6 Session 3  Presentation by Education sector. Challenges include:  Gender imbalance within students, teachers, PTA  Lack of recognition for TLS teachers from government (no training or salaries)  Low enrollment of youths/adolescents (negative coping mechanisms)

7 Session 3 continued…  Main conclusions:  Coordination at cluster level between WASH & EiE, both at cluster level (results of FGDs, 4Ws) and at field level (avoid duplication of child clubs).  Work with EiE so as not to disrupt their activities (train teachers on hygiene promotion at weekends or outside of school hours, conduct event days at weekends or in two rounds)  Adolescent centers are an excellent venue for HP  Involvement of Parent Teacher Associations (PTAs) will reinforce messages  UNICEF has a blue box (tool under revision but can still be use) developer by WASH for Education (soft copy can be shared by UNICEF upon request)  Handwashing cards (Oxfam) are usually well appreciated by children  Engaging children in creative initiative by designing and drawing IEC tools.  Integration hygiene promotion within science government curriculum.  Importance of key messages on menstruation for teachers and students.  Development of child club for Hygiene management.

8 Session 3 continued …  Three Star Approach  One Star Status:  Daily supervised hand-washing group with soap  Daily supervised latrines cleaning, water and soap provision  Daily supervised use of drinking water bottles (included in EiE student kits)  Two Star Status:  Hygiene education and facilities to promote hand-washing with soap.  Improved sanitation facilities and facilities for MHM  Low-cost point of use water treatment introduced in schools  Three Star Status  School facilities and systems upgraded to meet national standards (under development)  National standards not defined yet, until then use WHO, UNICEF & SPHERE standards.

9 Session 3 continued … Oxfam presentation on School Hygiene Clubs  A need assessment has to be performed in each schools in order to define an adapted strategy according to gaps highlighted. The strategy should include both hygiene promotion and hardware.  The implementation should be in close collaboration with the school master that will support and coordinate activities.  The club is composed of 10 to 12 children (gender balance). It gets the supports of teacher when the club organised the hygiene activities.  NGO are responsible to conduct the need analysis, mobilizing the school authorities (head master, PTA, etc..), provide training, provide the necessary supply and ensure the sustainability of the club.

10 Session 4 CDN presented on their planned HP work with children.  Children from 7-9 years are trained on three topics: hand washing, latrine use, safe food preparation  Children then prepare a short performance and script  Performance is filmed by CDN and then played at the school and followed by a discussion  Possible to conduct in front of parents and PTA for further impact  Discussion on improving ownership of WASH infrastructure through HP (handover of latrines, drainage cleaning, cleaning solar panels)

11 Session 5 Discussion on the below topics and how to achieve ownership of WASH infrastructure:  Drainage cleaning – distribution of tools, mobilization of communities for voluntary drainage clearing (perhaps provide refreshments)  Menstrual hygiene- reusable sanitary pads tried by SI  Child faeces disposal- potty use promoted  Water point maintenance- tool and spare parts provision in combination with trainings in basic maintenance.  Cost sharing: Events days, trainings,  Training needed: Facilitation of sessions, child friendly sessions, barrier analysis

12 Next Steps  Sharing of any formative research findings  Sharing of findings from CDN and Consortium/MASC  WASH and EiE prepare joint indicators for WASH in Schools  Consider a 2-3 year hygiene promotion strategy, possibly just for Sittwe camps, and considering targeted hygiene promotion  Closer linkage between hygiene promotion and hygiene kits
