14 WIB Specific Programs 14 On-The-Job Training Work Experience Work Opportunity Tax Credit

15 On-The-Job Training 15 Provides a wage subsidy for new hire training Maximum subsidy of 50% of wages during training period. Training period based of job requirements and candidates skills. Retention requirement for the employer.

16 Work Experience 16 Provide a Contract or Leased Employee a work opportunity for about 30 hours per week for 8 to 12 weeks. WIB pays wages to contract agency and company pays $2-3 per hour for management fee. Company not required to hire employee at end of period but there is an expectation.

17 Work Opportunity Credit 17 Tax Credits are given to Company for employment of individuals in targeted categories. Tax Credits range from $1,500 - $6,000. Disabled Persons Ex-Offenders Persons receiving public assistance Youth workers Qualified Veterans

19 Customized Job Training Grant 19 Department of Community and Economic Development Location or expansion of company Job creation with positions paying 150% above Fed. min wage Job training results in existing job wage increase to 150% above Fed. min wage Retention of jobs that would be lost Promotion of partnership with educational agency and company A labor organization upgrades skills of members

20 Customized Job Training Grant Funding Priorities 20 Establish a training program in an industry with skilled labor shortage or with growth potential. Support a private company or labor organization that is located in a targeted area. Support a private company that plans to create 50 or more jobs and is making a capital investment of at least $1 million. Receive support from their Local Workforce Investment Board to address a critical skill shortage.

23 GFT Company Eligibility Requirements 23 PA based employers (or have a significant presence in the state). Point-of-sale retail businesses, gaming establishments, training vendors, employment agencies, government agencies, government-owned facilities, education and nonprofit entities are ineligible. Employers with a high historical turnover rate (greater than 50%) may be declared ineligible. Participation is limited to two years in a row and three out of the past five years. Training must begin within five months of the grant approval letter or by the end of the fiscal year, whichever comes first. If not, the funds will be forfeited.

24 GFT Funding Requirements 24 Earn at least 150% of the current federal minimum wage at start of training excluding benefits (more than $10.88 an hour). Be a permanent full-time employee and eligible to receive full-time benefits. Be a verifiable resident of PA and employed in PA. Be a front-line employee or a first-level supervisor. Eligible training period is July 1, 2009 through June 30, 2010 Training from all invoices year-to-date up to maximum allowance of $450 per employee for Basic Skills and $850 per employee for Information Technology Training
