Ryan White Program History The Ryan White Act enacted by Congress in 1990 is the largest federal program focused exclusively on HIV/AIDS care The Orlando EMA consists of a four (4) county area: Orange, Osceola, Seminole, and Lake counties EMA has received funds since 1994 Services are provided through contracts with not-for-profit, private, public and government entities

6. Funding consists of three components: Formula, the largest amount which is based on the active HIV/AIDS cases in the four county area. 95% of this amount must be spent to maintain the grant. Supplemental, which is based on the strength of the grant application. Minority AIDS Initiative (MAI), to ensure that grant dollars reach the minority community in a significant way.
