2 Allied Colonies Roosevelt’s primary goal from 1939-1941 was to help its allies defeat the Axis Powers. Roosevelt wanted to discourage the Japanese from attacking American, British and French colonies in Asia.

3 Isolationism The United States wanted to practice isolationism. “Leave us alone.” “We have protective barriers—the Pacific and the Atlantic Oceans “Japan is not capable of an attack on Pearl Harbor, their effective striking ability is insufficient.

4 Congress Few military appropriations The American people agreed with Congress in an unwillingness to support an adequate military until it was too late. Obsolescence: ships, planes, weapons Result of the Great Depression

5 FDR’s Export Control Act June 1940 Congress passed the Export Control Act, allowing Roosevelt to restrict the sale of strategic materials (materials important for fighting a war) to Axis Powers. Roosevelt blocked the sale of airplane fuel and scrap iron to Japan.

6 FDR’s Oil Embargo 1941, Roosevelt began sending aid to China. (Lend- Lease Act) After the invasion of Manchuria, Japan controlled most of the Chinese Coast. oil embargo Roosevelt placed an oil embargo on Japan and made clear the embargo would only be lifted if Japan withdrew from China. * Remember, China is a member of the Allied powers!

7 Japan’s Response to the Oil Embargo The war against China was now in jeopardy because Japan lacked oil and other resources. Japanese military planned to attack the resource-rich colonies in Southeast Asia. Planned to seize the Philippines and attack the American fleet at Pearl Harbor.

9 Dec 7 th,1941 Radar “sees” Hundreds of Planes! The men reported their findings to the temporary information center at Fort Shafter.[3] The information center staff had gone to breakfast and Lt. Kermit Tyler[5] received the report.[3] Tyler reasoned that the activity was a flight of Army B-17 Flying Fortress bombers scheduled to arrive that morning and advised the radar crew not to worry On December 7, 1941, the Opana Radar Site was manned by Private Joseph L. Lockard and Private George Elliot, who detected approaching aircraft at 7:02 am (past the end of the site's scheduled operating day). Since the truck to take them to breakfast was late the pair continued to practice with the radar equipment.

11 Japanese Prepare for Attack  “A Date Which Will Live in Infamy”  December 7, 1941- American Pacific Fleet is surprisingly attacked by the Japanese at Pearl Harbor in Hawaii  An attack fleet was sent across the Pacific to within 200 miles of Hawaii  Japanese aircrafts took off from aircraft carriers in two waves

13 Battleship Row  Attack on Battleship Row  7 American battleships were lined up on Battleship Row that day  The Japanese attack centered around destroying those battleships  Battleships such as the Arizona, Nevada, West Virginia, Oklahoma and the California were either heavily damaged, sunk or flipped over

14 Sixty nine (69) years after the explosion that destroyed Arizona, oil leaks from the hull still rise to the surface of the water. Arizona continues to leak about a quart (0.95 L) of oil per day into the harbor. Survivors from the crew say that the oil will continue to leak until the last survivor dies. USS ARIZONA

17 America Enters WWII  Even though the attack was only 2 hours long it killed nearly 3,000 Americans and crippled the American Pacific Naval Fleet  December 8, 1941- The United States declares war on Japan  Germany and Italy declare war on the United States  The United States had officially entered in World War II

18 Results of the Raid Sunk or damaged: 18 warships 8 Battleships 3 Lt. Cruisers 3 Destroyers 3 Oilers 4 Auxiliary 87 Navy aircraft 77 Hawaiian aircraft 128 aircraft damaged About 2400 deaths 1200 wounded Japanese losses; 29 aircraft 1 submarine, 5 midget subs.
