Surprise?  How could an attack like this be a surprise?  Radar operator noticed a large number of planes, but was told by an officer that the planes were B- 17’s returning from the mainland  Warnings from Washington weren’t taken seriously  Submarine sighting and sinking off the coast of Oahu wasn’t relayed quickly.  Servicemen were still sleeping off their Saturday night partying.
