6 Decree No. 383/2000 Coll., laying down principles of the zones determination of emergency planning and the extent and manner for preparation of the external emergency plan on accidents caused by selected dangerous chemical substances and chemical preparations. 8 Notification The operator shall provide to the competent Authority a notification Deadline for the notification of existing installations was July 29 th, 2000

9 Notification Preliminary risk assessment demanded in accord with Regulation No. 8/2000 Coll. Modified method IAEA TECDOC 727 used Based on this notifications and inspections, the Regional Authority has to classify the installation as „A“ (lower tiers) or „B“ (upper tiers)

10 Classification results In the Czech Republic, there have been 70 operators classified as „A“ (lower tiers) and 67 operators as „B“ (upper tiers) - as of 15 th March 2003 Notification

12 Safety documentation Operators have to send to the competent Authority the safety documentation Deadline for this documentation delivery for existing installations was January 29 th 2002 Now: evaluation in progress, second round

13 Safety Programme compulsory for „A“operators Safety Report, Internal Emergency Plan and data for External Emergency Plan compulsory for „B“operators Safety documentation

14 Regional Offices Ministry of Environment Fire Rescue Brigade Hygiene and Public Health Service Municipalities Czech Mining Office (where applicable) are involved in the assesing proccess of safety documentations and emergency planning Assesing proccess Safety documentation

15 Safety Management Safety management system should be implemented Human factor included (obligatory) Where not yet existing, the timing with dates of implementation demanded Question: auditing

16 Insurance After the safety documentation is approved, the operator must be insured for the losses caused by major accident within 100 days

17 Public Participation Safety documentation has to be discussed with the inhabitants in the emergency planning zone and general public The Regional authority determines the zone and makes relevant information for the inhabitants accessible Till now limited experience only

18 Inspections 5 bodies inspecting together: Regional Office Czech Inspection of Environment Occupational Safety Inspectorate Fire Rescue Brigade Hygiene and Public Health Service Czech Mine Office Inspection of notification already done, changes in classification, complete inspections in 2002-2003

19 Benefits already achieved  Identification of major hazards and the risk assessment  Start to accepting of principles and duties to improve a major accidents prevention  Reducing of dangerous substances amounts used
