3 Background Adopted in 2006 Strengthening the role of civil society in promoting human rights and democratic reform More than 1200 projects in over 100 countries The Country Based Support Schemes (CBSS) are designed to support local CSOs taking into account the characteristics and needs of each country

4 Current projects Six projects being implemented in 2011-2013 within the context of the current legal framework Good results have been achieved

5 Objectives of this CfP Promote activities aimed at improving the welfare and entitlements of vulnerable and disadvantaged women or minorities in socio-economic processes vulnerable groups such as orphans and children, persons with disabilities and the elderly

6 Types of action Promoting education and awareness towards reducing the prevalence of FGM and other harmful traditional practices Promotion of awareness and dialogue with key stakeholders on eg. provision of social security, service facilities and other infrastructure Physical and psychological rehabilitation of victims of Gender Based Violence and/or Harmful Traditional and Customary Practices, as well as support to access legal recourse and provision of shelter, if needed

7 Types of action Support services for migrant returnees from domestic labour abroad, commercial sex workers etc. Raise awareness of young girls and women on risks and malpractices in domestic labour migration in particular to Middle East Capacity building of organisations which provide support to vulnerable and disadvantaged groups Contributions towards breaking isolation of minorities

8 Eligible actions The duration of the action must be between 18 and 36 months An Action is composed a set of activities covering at least two of the types of actions mentioned above Location: anywhere in Ethiopia Sub-granting is possible

9 Financial allocation Overall indicative amount available: 600.000 EURO Size of the grants minimum € 70.000 maximum € 150.000 Any requested grant must fall between the following minimum and maximum % of total eligible costs of the action Min. percentage: 50% of the total eligible costs of the action Max. percentage: 95% of the total eligible costs of the action An applicant may not submit more than one application under this call.

10 Eligibility criteria for applicants In order to be eligible for a grant, the applicant must Be legal persons and Be non-profit making and Be CSOs or NGOs or higher education institution and Be established in Ethiopia or in a MS of the EU (or in accession of official candidate country as recognized by the EU) and Be directly responsible for the preparation and management of the action and Be able to demonstrate thorough and concrete experience in the field of development of the kind covered by the programme

11 Evaluation of Concept Notes 1. Administrative check 2. Relevance of the proposed action How relevant is the proposal to the objectives and priorities of CfP? How relevant is the proposal to needs and constraints in Ethiopia? How clearly defined and strategically chosen are those involved (eg. final beneficiaries)? Have their needs been clearly defined and does the proposal address them appropriately? Does the proposal contain added value elements?

12 Evaluation of Concept Notes 3. Design of the proposed action How coherent is the overall design of the action? (Does it reflect the analysis of the problems involved, take into account external factors and relevant stakeholders?) Is the action feasible and consistent in relation to the objectives and expected results?
