3 PROJECT 1 Support for Strengthening Local Self-Government Capacities in the Context of the European Integrations Process Overall objective: Creating an environment for a full contribution of local self-government units to successful implementation of EU integrations process Specific objective: Established conditions for strengthening capacities of local self- government in the context of obligations implied by the European integrations process - EU Enlargement Strategy, - European Partnership, - The Multianual Indicative Programme Document, - National Strategy for the Accession of Serbia to the EU, - European Partnership Implementation Action Plan, - The Strategy of Public Administration Reform in the RS (PARS) Ministry for Public Administration and Local Self-Government

4 Expected results: 1.Strategy of Local Self-Government Units Employees Training in the Context of the European Integrations Process prepared, 2. Adequate number of employees in pilot-units of local self-government improved knowledge through basic training, 3. Level of awareness of local self-government units employees on the importance and the challenges of the European integrations process raised. Estimated project budget: 400.000 € Ministry for Public Administration and Local Self-Government

5 Key groups of activities: -Activities related to preparation of adequate inputs for preparation of Strategy of Local Self-Government Units Employees Training in the Context of the European Integrations Process (overall training needs assessment, comparative analysis of experiences of new EU member countries, stakeholders consultative meetings, promotional activities etc.); -Activities related to conducting of basic trainings for Local Self- Government Units employees (preparation of training programme, preparation of training materials and manuals, organization of trainings, etc.); -Activities related to promotion of EU integration process amongst Local Self-Government Units Employees (public opinion poll, organization of workshops, international conference, study visit, preparation of special bulletins, etc.). 6 Overall objective : Creating conditions for improving efficiency and effectiveness of local self-government units aimed at securing higher quality service to citizens and potential investors Specific objective: Improving the functioning of administration in certain local self- government units through the development of GIS-based information systems module PROJECT 2. Support for Strengthening of Local Self-Government Capacities through the Introduction of Information Systems based on the GIS concept Ministry for Public Administration and Local Self-Government

7 Expected results: 1. Map of GIS-based information systems in local self-government units in the RS; 2. Improvement of existing GIS-based IS modules in certain municipalities; 3. Development of GIS-based IS modules in certain municipalities; 4. Increased citizens and potential investors awareness of the importance and the possibilities of GIS-based IS in municipalities involved in project. 8 Key groups of activities:   Group of activities related to the development of map of GIS-based information systems in local self-government units in the RS (database, application)   Group of activities related to the further development of existing GIS-based IS modules in certain municipalities ( software, activating IS, training)   Group of activities related to the development of GIS-based IS in municipalities (documentation, software, equipment, digitalization of data, web site)   Group of promotional activities. Estimated project budget: 546.000 euro PROJECT 3 Support to the Ministry of Public Administration and Local Self- Government in implementation of the Strategy of Public Administration Reform in the Republic of Serbia Overall objective: Support to activities aimed at successful implementation of the Strategy of Public Administration Reform in the Republic of Serbia through intensification and promotion of reform-guided efforts, capacity building and modernization of the Ministry of Public Administration and Local Self-Government. 10 Project components:   Competence development and modernization of operations in the Ministry of Public Administration and Local Self-Government;   Support to decentralization process in the Republic of Serbia;   Promotion of importance and effects of public administration reform.
