3 Mr. Serge Louis Déthié CISSE Internal Auditor / SENELEC, SENEGAL 3  African Power Utilities: o Faced with a defective management of their electrity infrastructure; o Record power restrictions that are detrimental to their users who account for 20 percent of the continent.  Structural finding : o Which requires the application of an optimal approach in order to enable the stakeholders of the power sub-sector to learn anew to better manage the electricity infrastructure in a context that requires meeting technical and commercial efficiency, environmental and cost requirements. 4 Mr. Serge Louis Déthié CISSE Internal Auditor / SENELEC, SENEGAL L 4 AXIS 1 – DESIGN OF AN INTEGRATED INTERVENTION SYSTEM “Area of intervention of the various players identified”  Intervention system designed and implemented as: o a “Continuous, Cumulative and Integrated Loop” involving the following players: -The State; -Operators; -Users; -Development partners. o A beneficial approach if: -Each player gives on a permanent basis value to an ambition of national and sub-regional dimension in the whole range of their interventions as regards capacity building aspects related to generation and adequate structuring of transmission systems and the development of electrical power distribution networks.

6 Mr. Serge Louis Déthié CISSE Internal Auditor / SENELEC, SENEGAL 6 AXIS 2 – IDENTIFICATION OF CONDITIONS FOR OPTIMIZING PERFORMANCES  Prerequisites: o A dynamic synergy in managing interfaces between players And for their respective staff: o An obligation to share a commonality which translates as follows: -Adequate skills to meet the requirements of each position held by any staff; -Dedication underpinning the ethics of responsibility.

7 Mr. Serge Louis Déthié CISSE Internal Auditor / SENELEC, SENEGAL 7  State: o Defining an energy policy: which helps address the key challenges revealed by the Accelerated Growth Strategy, the attainment of the Millennium Objective Goals for Development and the Fight against Poverty. -Determine the technological profile for power generation and, define, subsequently the approaches for elecricity infrastructure management each relevant party must scrupulously enforce; -Promote investment in transboundary electricity infrastructures. 8 8  Electricity operators: Based on a “Total Quality Approach”, they are to adhere to : o A lasting vision that translates into an effort to reduce the effects of electricity generation, transmission and distribution in line with the commitments of the Government to combat global warming; o An endeavour to preserve heath and reduce occupational accidents for the staff and service providers; o A selection of efficient electrical technologies adapted to mechanical constraints relating to conditions in the field and weather conditions in their operating areas; AXIS 3 – SUMMARY PRESENTATION OF KEY MISSIONS ASSIGNED TO THE VARIOUS PLAYERS IDENTIFIED Mr. Serge Louis Déthié CISSE Internal Auditor / SENELEC, SENEGAL

9 Mr. Serge Louis Déthié CISSE Internal Auditor / SENELEC, SENEGAL 9  Electricity operators: … continued… o Are to ensure preventive and predictive maintenance as well as the effective implementation of recommendations arising from the review of experience feedback, which emerge as key components of a rigourous management; o A rehabilitation and reinforcement of electricity infrastructures by enforcing measures aimed at putting an end to degradations and at improving the performance of the whole system; o A relevant training and communication based on the mastery of energy and the appropriate management of electricity infrastructures, vis-à-vis the State, Users and Development Partners. 11 Mr. Serge Louis Déthié CISSE Internal Auditor / SENELEC, SENEGAL 11 AXIS 3 – SUMMARY PRESENTATION OF KEY MISSIONS ASSIGNED TO THE VARIOUS PLAYERS IDENTIFIED  Development partners: o Provide Africa with funding adapted to its economic circumstances and maintain a clear technical cooperation with Africa; o Promote the effective implementation of recommendations arising from the audit missions conducted at the level of the energy sector and the electricity sub-sector.

12 CONCLUSION: RECOMMENDATION  Strong recommendation for each player’s staff: o Endorse the missions assigned to them so as to promote specifically the Electricity Operator’s best interests: + - Productivity - Quality RESULT RESULT - Timeline - Organization –

13  This way, the visibility of African power utilities’ performance will translate into an: o Electricity generation: -In adequate quantity; -Under optimal quality and sustainability conditions; -At the least cost.
