Agenda Status on Permit Implementation Activities: WQIP Jurisdictional Runoff Management Plan BMP Design Manual Optional Watershed Area Management Analysis Timelines & Opportunities for Engagement WPO & ERP IGP

New Requirements WQIP WMAA BMP Manual JRMP Water Quality Improvement Plan Jurisdictional Runoff Management Plan Best Management Plan Manual Watershed Management Area Analysis

Engaging Stakeholders: Water Quality Improvement Plans (WQIP) Due June 2015 County Lead (8 total)

WQIP Goals & Strategies Example goal: Eliminate ‘x’ % of persistently flowing outfalls Example Strategy: Develop a residential outreach program to help reduce or eliminate flows attributed to over- irrigation

Jurisdiction Runoff Management Plan Programs & Strategies Reduce the discharge of pollutants from storm drains Examples: Street Sweeping Education & Outreach Municipal BMPs Residential Outreach

BMP Design Manual Requirements for standard projects & Priority Development Projects (PDPs) Replaces SUSMP Joint Effort - San Diego Copermittees Public Workshops June 10, 11 2014 Draft BMP Design Manual 10/24/2014 Co- Permittee comments due 11/18/2014 Draft Manual Public Review February 2015 Final Manual June 2015 Local Adoption Dec 2015

Optional Alternative Compliance Optional Watershed Management Area Analysis (WMAA) Regional Mapping Effort Mapping (Soils, Channels, Slopes) HMP Exemptions Opportunities for Alternative Compliance Projects Developed Template for Watersheds

To Use Offsite Alternative Compliance... Must have completed the WMAA Jurisdictional Alternative Compliance Program Determine greater water quality benefit Program(s) may allow implementation or funding via in-lieu fee Voluntary agreement between jurisdiction/developer Built within 4 years of first PDP occupancy Section E.3.c.(1)(b)., (1)(a). and (3).

High Priority Water Quality Conditions

BMP Design Manual (previously SUSMP) Residential > 10 units 10,000 sf Retain Biofilter Flow through with offsite 1.More “Major” development projects 2.Retention hierarchy 3.Offsite Alternative Compliance option 4.Critical Course Sediment yield area protection 5.Other: Green Streets option for redevelopment Exemption of alleys, bike lanes, trails if designed with LID or hydraulically disconnected Pre-development instead of pre-project

Green Streets Bigger BMPs Green Streets guidelines allowed for redevelopment / retrofitting existing roads without hard sizing requirements 2013 MS4 Permit Green Street Features Street Trees Permeable Pavements Bioretention Swales Reduced Impervious Width Conventional StreetGreen Street

Green Streets Life Cycle Cost Analysis: Average 35% Less Over a 20-yr Life Cycle
