Useful for thematic mapping and analysis at the local and statewide level Helps public utilities with their requirement to correctly render their property by tax unit to PVD Tax Unit Boundaries represent the combined extents of all the entities/jurisdictions that can levy ad-valorem taxes, so they are the only geography that will correctly depict the current status, trends, or potential impacts of changing rules with the property tax realm If we can attach contact information to the various derived administrative boundaries, the data can be extremely valuable to state and local emergency management officials

Statewide Tax Units GIS Database – Past Efforts Over the past couple of years, DASC has worked directly with county clerks across the state to update the tax units information. We have collected tax unit updates in both paper and digital form, and have integrated this information into the database. While these efforts have improved the quality of the database, it’s still outdated and inconsistent. We need a better process to develop and maintain this important database. Potential Process for building & maintaining the statewide layer Phase 1 – 2009 – KDOR/PVD & DASC: Develop the plan for all project phases Develop GIS database maintenance workflows Present at PVD training meetings with the County Clerks ArcGIS training for PVD Edit test counties, verify process, etc. Phase 2 - 2010: Develop the 2010 Tax Unit GIS database - this will be used as the baseline for comparison with the 2011 tax unit submissions Verify 2010 tax units with County Clerks Phase 3 – 2011: Integration of tax unit map (GIS data) verification with the KDOR/PVD Tax Unit Boundary Certification

Potential Process for building & maintaining the statewide layer Phase 2 -2010 Developing the 2010 baseline data: During the 2010 calendar year, DASC and PVD will work together to acquire tax unit boundary updates from county clerks and update the statewide database with this information. This will be done as separate step from the 2010 Tax Unit Boundary Certification Tax unit updates can be provided in paper or digital format: – Submit a GIS data file, if you have one, or – We’ll send you a poster-size plot of your county and ask you to annotate the necessary changes – Upon receipt of the GIS data file or the annotated paper map, PVD & DASC staff will update the statewide database Once the statewide database has been updated, we’ll send a copy (digital or paper) out for review to ensure the statewide database accurately represents your county.

Process for building & maintaining the statewide layer (2011) Phase 3 – 2011 Integrating the updates into annual tax unit filing process: Validation of Tax Units become part of Certification process Eliminate need for paper map submission during Certification process New choices: 1.I have a GIS file of tax units & will send to DASC 2.I don’t have a GIS file, please send me a paper map for verification 3.On-line or PDF or Free Viewer validation??? Once we have the 2010 baseline data put together, the annual update/verification process should go very smoothly. Some areas may not require any edits (no changes).
