3 Why are we doing this?  TIGER boundaries are used by Federal and State government programs.  The Census Bureau is the steward for these national geographic boundaries  Geographic errors in the Census Bureau’s TIGER data greatly affect:  Local Redistricting  TIGER/PL 94-171 Data  Legislative Redistricting  We are required by law to use this data for Assembly, Senate and Congressional Districts  Election Administration  Government Accountability Board (GAB) - State Voter Registration System (SVRS)

4 Boundary Annexation Survey (BAS)  The Boundary and Annexation Survey (BAS) is a voluntary Census Bureau program that allows communities to update municipal boundaries in the Census Bureau’s TIGER database.  This is an annual program. Data is made available to all municipalities in December, and the program runs from January 1 st – March 31 st.  Municipalities are the only entities that can legally update the municipal boundaries in the Census Bureau’s TIGER database (There are 1,850 cities, towns and villages in Wisconsin at this time).  The survey is sent to the highest elected official. This communication is a paper form that simply asks if the community had any boundary changes over the last year (This year it is digital only).

5 Consolidated Boundary Annexation Survey (CBAS)  To reduce the burden on local governments and avoid duplication of efforts, the Census Bureau offers consolidation agreements to counties that are interested in submitting boundary changes for the legal governments (incorporated places and minor civil divisions) within their jurisdiction.  The CBAS program allows counties to report boundary and feature changes for some or all of the legal governments within their county.  Once a local government agrees to the consolidation, the local government will no longer receive BAS materials.  The county BAS respondent will be responsible for providing the Census Bureau with all boundary updates.

8 Technology - LTSB Data Integration Tool  The goal was to create a tool that allowed municipalities and counties to quickly and easily integrate their local datasets with Census Geography  This tool would integrate with existing GIS technology  This tool would incorporate all necessary BAS requirements  Esri Add-In  Can be used with the ArcGIS Desktop Basic  Versions 10.1 and 10.2  Installs in seconds  Requires a data download of 18 MB.  Install and documentation instructions – http://legis.wisconsin.gov/gis/bashttp://legis.wisconsin.gov/gis/bas

9 Technology – WISE-Decade  Incorporate all LTSB’s applications into one website that will be made available to all counties on a continuous basis.  WISE for Local Redistricting (WISE-LR)  Used by all 72 Counties for local redistricting  2000, 2010 and will be made available before 2020 redistricting.  Made available for mid decade uses  LTSB Data Integration Tool  Used for CBAS program  Statewide Data Collection – Minor Civil Divisions (MCD’s) and Wards.

10 Statute Changes  The Legislative Technology Services Bureau (LTSB) is continually striving to help coordinate and support efforts to make the Census Bureau’s TIGER geography align more closely with the more accurate local datasets.  We have proposed changes to the state statutes to alter the way ward and municipal boundaries are collected in Wisconsin.  Changes during local redistricting.  Changes during the rest of the decade.

11 Statue Changes – During Local Redistricting  Current Law  After the decennial Census Data is received and distributed by the Legislature, municipalities over 1,000 persons are required to divide into municipal wards. All municipalities that divide into wards must send information to the county clerk, or the board of election commissioners.  If the municipality is over 10,000 persons, they must also send a copy of this information to the Legislative Reference Bureau (LRB).  Changes  Municipalities over 10,000 in population are no longer required to send a copy of ward information to the LRB.  Municipalities must send a report of confirming the boundaries of the municipality and each ward within the municipality to the county clerk by October 15 th. This report must contain a map showing the municipal and ward boundaries, and a list of the census block numbers of which the municipality and each of its wards are comprised.  The county clerk or BEC must provide LTSB a report confirming the boundaries of each municipalities by November 1 st. The report must include a list of the census block numbers of which the county, each municipality, and all the wards within the county are comprised. This report must be in an electronic format that is approved by LTSB.  Municipal boundaries that are incorrect in the Census Bureau’s data may be corrected by creating a ward from the area that intersects the current, accurate municipal boundary and the boundary used by the Census.

12 Statue Changes – During Local Redistricting  We are using datasets right from the county Land Information Offices  We will provide applications and support for this entire process  We will create and update the statewide layers (Ward and MCD) based on the county/GAB’s needed data cycles  We will be the steward of this data, making it available on our website to anyone who needs it  We will submit your data to the US Census Bureau as part of a statewide BAS submission

13 Statue Changes – During all other Years  The bill directs each county clerk, or board of election commissioners, no later than January 15 and July 15 of each year, to transmit to the LTSB, in an electronic format approved by LTSB, a report confirming the boundaries of each municipality, ward and supervisory district within the county as of the preceding “snapshot” date of January 1 or July 1 respectively.  The bill provides that, upon receipt of the information from each county clerk or board of election commissioners at each semi-annual reporting interval, LTSB must reconcile and compile the information received into a statewide database consisting of municipal boundary information for the entire state.  The bill also directs LTSB to participate, on behalf of the state, in geographic boundary information programs when offered by the U.S. Bureau of the Census.
