3 PURPOSE 3 Purpose of this presentation is to provide the Portfolio Committee with: 1. detail information and update on the Council’s objectives/functions, structure, budget, and selection criteria

4 INTRODUCTION 4  The country has committed to addressing the scourge of violence against women, children, the elderly and the LGBTI persons.  On 5 December 2011, Cabinet approved the establishment of the National Council Against Gender Based Violence.  In 2012 the DWCPD led the process for nominations and selection of people to serve on the Council following given criteria.  The Council was inaugurated by the Deputy President of the Republic of South Africa, Mr Kgalema Motlanthe on the 10th of December, 2012.

5 OBJECTIVES (FUNCTIONS) is to 5 Provide political and strategic guidance to address gender- based violence in South Africa Strengthen coherence of strategies to address Gender- Based Violence Bring together a multi-sectoral approach to address Gender-Based Violence in South Africa Monitor and evaluate the execution of all GBV interventions Mobilise resources for the optimal achievement of the mandate of the National Council

10 CRITERIA AND PROCESS FOR NOMINATIONS/ SELECTION MEMBER S 10  To be eligible for nomination as a representative of a specific sector, an organisation must: represent vulnerable groups on ground level whilst functioning at a national level; aim to combat gender based violence; and be an organisation in good standing that is respected within civil society and the particular sector.  All nominated representatives must be persons of good standing and have demonstrated: Leadership and communication skills; Experience to represent the sector; Participation in the field of gender based violence for at least six years; and

11 CRITERIA AND PROCESS FOR SELECTING MEMBERS CONTINUES 11  Nominations was submitted through a motivation letter accompanied by a resume’ of the nominee.  Serving on the Council will be on a voluntary basis. Nominees must be persons of good standing who possesses the requisite knowledge and experience to serve on the Council.  The nomination should include the geographical spread of the sector’s operation and reach.  Information on the number of organisations affiliated to the sector were to be provided, where applicable.  Letters were written to departments and civil society organisations that focused and provide services relevant to gender based violence, to nominate their representatives.  In addition to the above, the DWCPD took a decision to place an advertisement for nominations and this was published in the Government Gazette, Mail and Guardian and the Star.

12 RECOMMENDATION 12 It is recommended that the Portfolio Committee note the update on the Council
