2 + What is domestic violence? Domestic violence is done in a domestic relationship: Physical contact that is insulting or can cause an injury. The threat of physical contact and the apparent ability to carry the threat out. Using a weapon in a threatening manner

3 + What is sexual assault? 1. A sex act constitutes sexual abuse if the act is done by force or against someone’s will, or if consent is given under threats of violence or violence, or if the act is done when a person is asleep because of drugs or otherwise unconscious; 2. If a person is suffering from a mental defect or incapacity which prevents giving consent, or lacks the mental capacity to know the right and wrong of conduct in sexual matters; 3. If the person is a child.

4 + Current Services Available in Iowa 28 programs All, except for 3, are shelters Most programs offer: 24-hour Crisis Line Shelter Children's Programs Individual Counseling Support Groups Advocacy Community Education Crisis Response Services

5 + Proposed Plan for Iowa Victim Services Divide state into 6 regions One domestic violence outreach program One sexual assault outreach program One emergency shelter to serve victims of sexual assault Less funding to go to these programs

6 + Reason for Change This year Iowa saw a 14 percent cut and last year withstood a 10 percent cut of federal funding Attorney General, Tom Miller, reported that only 11% of victims sought shelter last year

7 + Mediation Both sides agree to have limited service areas for each program Don’t label the programs as specifically domestic violence or sexual assault, but keep them as dual programs Inform the public about this issue in order to obtain private donations
