3 Introduction There are approximately 511,125 private cars in Singapore by year 2010 Private car population has shown an average annual increase rate of 4.24% over the past 10 years. According to our study…. Go back to previous two graphs …

And what will be consequences of this growing speed?

5 Congestion Longer waiting and trip time Delay for work and study Stress on drivers and passengers Lower productivity Less foreign investors Hinder economic development Firstly, as we all known that Singapore is a small country with limited road capacity, when the number of cars on road increase, congestion will occur as the road will become more and more excessively crowded . Congestions can become a national problem with a lot of negative effects such as longer waiting and trip time, delay for work and study, and even stress on drivers and passengers. In the end it will reduce the overall productivity of Singapore In the long term, The low traffic efficiency will also discourage foreign investment as a business environment is not desirable. and will cause singapore’s economic to decline.

Pollution Air pollution Noise pollution. Endanger people’s life Another problem related to large number of cars is pollution. Car usage can result in both air pollution and noise pollution. Harmful pollutants like nitrogen oxides and noise produced from cars engine will endanger people’s life. Increasing number of car usage will further worsen these problems. In the long run, the climate and temperature will also be affected due to the car exhausted gas.

Fast growing number of car ownerships results in large number of private cars on the road, which will further cause serious problems such as congestion and pollution Objective: Analyze the current car ownership system in Singapore Propose policies Reduce the current growth rate of car ownership. So in the viewing of fast growing number of car ownership problem, we aim to have a deeper study of car ownership in Singapore and propose policies to tackle the current situation And in the end we will achieve the final goal of reducing the current growth rate of car ownership

9 COE system in Singapore
What is COE? How to bid for COE? Certificate of Entitlement Released twice a month with limited quota Five categories Valid for 10 years Bidders indicate their reserved price Highest bidders stay within the quota will get COEs. To beginning our study on car ownership ,let me introduce to you the COE system in Singapore. We want to study this system is because it is one of the most crucial steps of owning a car. The process start with bidding for a coe. So What is coe? Coe is a certificate issued by Land Transport Authority that entitles buyers to make the purchase. However, there’s a fixed quota of COE's available. the quota is released twice a month and buyers can bid for the COEs. Bidders will submit their bid by indicating their reserve price i.e. the maximum amount that they would be willing to pay for their COE. Say for instance there is a quota of 2,500 COEs for a certain exercise; the highest 2,500 bidders will stay within the quota and get their COEs. However, The COE only allows holders to own a car for a period of 10 years, after 10 years they must either scrap or export their car with financial incentives, or bid for another COE if they wish to continue using their car.
