Transportation Research Board Agency Update Barbara Hilger DeLucia August 6, 2002

Transportation Research Board (TRB)  Unit of the NRC, a private, nonprofit institution that is the principal operating agency of the NAS and the NAE.  TRB's mission is to promote innovation and progress in transportation by stimulating and conducting research facilitating the dissemination of information encouraging the implementation of research results

How Does TRB Fulfill its Mission?  standing technical committees and task forces for all modes and aspects of transportation  publication and dissemination of reports and peer- reviewed technical papers on research findings  administration of NCHRP and TCRP  special studies on transportation policy issues at the request of the U.S. Congress and govt. agencies  operation of the on-line TRIS  annual meeting

TRB Annual Meeting  8500 transportation professionals from throughout the U.S. and abroad  450 formal sessions  300 committee meetings 82 nd Annual Meeting: January 12-16, 2003

Activity Update  Safety Data, Analysis, and Evaluation  NCHRP Project “Integrated Safety Management System”  Highway Safety Manual  F-SHRP / Safety

Safety Data, Analysis, and Evaluation Committee  Synthesis of Recent Work in Hwy. Safety  Highway Safety Manual Task Force  Animal-Vehicle Subcommittee  Accident Reconstruction/Forensic Subcommittee  Paper Review Subcommittee

New Task Forces  AASHTO’s Roadside Safety Plan and HSP  Safety Benefits of Red Light Running  Qualifications for TS Information Professionals  Potential Opportunities to Use HSIS  Exposure Metrics (Vehicle, Driver, and Environment)  Liaison to Minimum Crash Data Requirements Subcommittee  Problem Identification Task Force

Integrated SMS  NCHRP Project  Geni Bahar, iTRANS Consulting, Ontario To provides organizational structure and affiliated tools to implement the AASHTO Strategic Highway Safety Plan Develop and implement an integrated road safety program linked to analytic methodologies

Critically Dependent on Data  To identify and prioritize efforts  Identify locations for improvement  Optimize strategy selection  Allocate funding

ISMS Requirements  Existence of varied data bases State Crash Archives Road Inventory Traffic Volume Vehicle Registration Police Department Program Inventories Health Agency Databases Others  Linkages among data bases  Accessibility to all jurisdictions in a State

F-SHRP / Safety  Funded by AASHTO and FHWA  Administered through NCHRP  Ken Campbell, Oak Ridge National Laboratories Current safety efforts are critical for maintenance and for incremental improvement, but will not set us on a new safety trajectory toward a significant reduction in fatalities and injuries

 Prevent/reduce severity of crashes by developing more fundamental and accurate knowledge of contributing factors  Collect unprecedented data, especially non-crash (exposure) and pre-crash data  Use advanced technologies (EDR, GPS, etc.)  Aim at long-term benefits, but also produce some shorter-term results F-SHRP / Safety Research Strategy

F-SHRP Safety Plan Framework F-SHRP Products Countermeasure Identification New Methods Risk Factors Improved CM Application 1 Tools/Methods New Technology & Methods Data Management Critical Incidents Analytic Methods (emerging data) GIS Privacy Issues 2 Risk Analysis Exposure-based Driver Behavior by Age and Gender Focus Areas Intersection Run off Road 3 CM Evaluation Existing CM Rigorous methods Multi-State Application guidelines Clearinghouse

Highway Safety Manual  Sponsored by 8 TRB Committees  NCHRP Project / Funded by FHWA  Ron Pfefer, Maron Engineering, Ltd. Develop a significant tool to aid highway safety decision-making and provide background on the need and purpose for such a tool. (for front-line daily decision-makers)

HSM Status  Review annotated outline for first edition  Review research protocols to use as guides  Discuss measures of safety to be employed  Review of a strategic plan for development

Participating in TRB  Check scope of TRB standing committees  Contact a TRB staff representative to learn of current activities  Volunteer to review research papers, work on a committee project, give a presentation  Participate in meetings and activities
