1 Source companies grant a free, irrevocable license to 3GPP2 and its Organizational Partners to incorporate text or other copyrightable material contained in the contribution and any modifications thereof in the creation of 3GPP2 publications; to copyright and sell in Organizational Partner's name any Organizational Partner's standards publication even though it may include all or portions of this contribution; and at the Organizational Partner's sole discretion to permit others to reproduce in whole or in part such contribution or the resulting Organizational Partner's standards publication. Source companies are also willing to grant licenses under such contributor copyrights to third parties on reasonable, non- discriminatory terms and conditions for purpose of practicing an Organizational Partner’s standard which incorporates this contribution. This helps optimize the establishment of Multiple PMIP Bindings and Signaling-Only Binding between the eBS/SRNC and the AGW. Recommendation:Review and Adopt

2 X50-20080415-xxx Optimization of Multi Binding and Signaling-Only Binding PMIP Tunnel Establishment 2 Background An eBS capable of Multiple-PMIP4 bindings initiates establishment of RL- tunnel by sending a PMIP RRQ containing ‘Binding Type Extension’ CVSE with appropriate Vendor-CVSE-Value setting to the AGW An SRNC capable of Signaling-only-PMIP4 binding initiates establishment of such a tunnel by sending a PMIP RRQ containing ‘Binding Type Extension’ CVSE with appropriate Vendor-CVSE-Value setting to the AGW –The events leading to the establishment of such RL- or Signaling-only PMIP tunnel are outside the scope of these discussions Successful establishment of such Multiple- or Signaling-only RAN PMIP4 binding(s) depends on the capability of the AGW –In case the AGW supports such capability, it returns PMIP RRP with success result-code –In case the AGW does not support such capability, it returns PMIP RRP with result-code 129 Receipt of PMIP RRP with result-code 129 requires the eBS/SRNC to take appropriate recovery action Even more so: in case the AGW does not support ‘Binding Type Extension’ CVSE; the PMIP RRQ is silently discarded – without any notification to the eBS/SRNC –This results in eBS/SRNC resending PMIP RRQs (a configurable number of times), all resulting in silent discard – with no notification to the eBS/SRNC of the cause of failure

3 X50-20080415-xxx Optimization of Multi Binding and Signaling-Only Binding PMIP Tunnel Establishment 3 The Proposal For Multiple- PMIP4 Bindings and Signaling-only PMIP4 Binding: The unnecessary exchange of PMIP RRQ/RRP between the eBS/SRNC and the AGW can be avoided if the eBS/SRNC is/are aware of the corresponding AGW’s multiple- RAN PIMP4 binding capabilities This contribution proposes ‘AGW-RAN-PMIP-Binding-Capability’ AAA Attribute/AVP that the AGW passes to the SRNC in the AAA (Radius/Diameter) message during ‘Access Authentication and Authorization’ procedure –The ‘AGW-RAN-PMIP-Binding-Capability’ information is then passed to the eBS during respective IOS procedures The knowledge of ‘AGW-RAN-PMIP-Binding-Capability’ at the eBS/SRNC helps optimize multiple-bindings and signaling-only binding establishment procedures between the eBS/SRNC and the AGW

6 X50-20080415-xxx Optimization of Multi Binding and Signaling-Only Binding PMIP Tunnel Establishment 6 ‘AGW-RAN-PMIP-Binding-Capability’ 3GPP2 Vendor Specific DIAMETER AVP This AVP indicates the types of RAN PMIP4 bindings supported by the AGW This attribute is included in the DEA command sent from the AGW to the SRNC during EAP Access Authentication and Authorization AGW-RAN-PMIP-Binding-Capability AVP (AVP Code 5535/38) is of type Enumerated, and a bit mask is defined as follows: –0: AGW supports Primary type of binding only –1: AGW supports Primary + Reverse-Link types of bindings –2: AGW supports Primary + Signaling types of bindings –3: AGW supports Primary + Reverse-Link + Signaling types of bindings –Other values are reserved.

9 X50-20080415-xxx Optimization of Multi Binding and Signaling-Only Binding PMIP Tunnel Establishment 9 Summary and Recommendations Support of Multiple Bindings and Signaling-Only Binding between the AGW and the eBS/SRNC depends on the capabilities of the respective functional entities (eBS/SRNC and the AGW) Establishment of such Multiple Bindings and Signaling-Only Binding between the AGW and the eBS/SRNC can be optimized if the eBS/SRNC is/are aware of the AGW capabilities This contribution proposes procedures for the AGW to communicate its RAN PMIP Binding Capability information to the SRNC, and hence to the eBSs as well The recommendation is to review and adopt the said construct of ‘AGW-RAN-PMIP-Binding-Capability’ AAA VSA/AVP and associated procedures Corresponding Stage-3 enhancements to the X.S0054 V1.0 Addendum (Sections 100 and 910) are presented in the accompanying contributions
