1 X xx CT+ZTE PCC for cdma2000 UE Init Call Flows 1 1 Title: PCC for cdma2000 – UE-Init Example Call Flows Sources: CTC, ZTE Contact: CHINA TELECOM Chengli MEI Xie Wei Liang Nie ZTE Rajesh Bhalla Yuxin Mao Xingming Zheng ABSTRACT: This contribution proposes UE-Init example call flows for supporting PCC in cdma2000 systems Recommendation: Review and concept approve the proposals and high level call flows The contributing companies grant a free, irrevocable license to 3GPP2 and its Organizational Partners to incorporate text or other copyrightable material contained in the contribution and any modifications thereof in the creation of 3GPP2 publications; to copyright and sell in Organizational Partner's name any Organizational Partner's standards publication even though it may include all or portions of this contribution; and at the Organizational Partner's sole discretion to permit others to reproduce in whole or in part such contribution or the resulting Organizational Partner's standards publication. 2 X xx CT+ZTE PCC for cdma2000 UE Init Call Flows 2 Background PCC in cdma2000 is a feature that may be deployed per operator requirements There has been agreement to leverage 3GPP PCC Architecture for PCC in cdma2000 Systems PCC in cdma2000 allows the UE as well as the Network to Initiate QoS setup This contribution focuses on the UE initiated QoS aspects for PCC in cdma2000 systems

3 X xx CT+ZTE PCC for cdma2000 UE Init Call Flows 3 The Proposal PCC enabled cdma2000 system supports both legacy and PCC capable mobiles Similarly, both the legacy and PCC capable mobiles are supported in legacy-core as well The proposals in this contribution are: A.Capability negotiations determine mobile and network PCC capabilities (1)When neither the mobile nor the core are PCC enabled, legacy UE-Init QoS procedures are used (2)PCC enabled mobile in legacy-core uses legacy UE-Init QoS procedures (3)Legacy mobile in PCC enabled-core uses legacy UE-Init QoS procedures (left/south of PDSN) whereas the core network uses PCC procedures (right/north of PDSN) (4) PCC enabled mobile in PCC enabled network use PCC procedures B.PCC for cdma2000 procedures are aligned with the PCC procedures for eHRPD systems C.This contribution proposes some call flows illustrating cases A(3) and A(4) above
