Gas Regional Initiative North-West Gas Balancing Dublin Workshop 24 th April 2007 Steve Pownall

Agenda Introduction Approach Objective Gas Balancing – Information Templates General considerations Next steps

Introduction NW GRI Gas Balancing discussions at Bonn identified key areas for further consideration; gas balancing interactions between adjacent networks provision of gas balancing-related information Gas Balancing Enabler Group has initiated work in both key areas; gas balancing interactions led by stakeholders information provision (templates) led by lead operator

Approach GTE operators agree in principle that information pertaining to gas balancing is important to shippers and the wider market Guidelines for Good Practice for Gas Balancing (GGPGB) used as the basis for this approach GTE operator sub-group: Fluxys (Belgium), GRTgaz (France) and National Grid (UK) have considered their existing information provision to the market and shippers Operator sub-group has identified several categories of information that could be provided by other operators

Information is already available!!! A wide range of gas balancing information is already available to the market, for example, please access the following operator websites: Fluxys: www.fluxys.net GRTgaz:www.grtgaz.com National Grid: www.nationalgrid.com/uk/gas …. but operators need the full co-operation of the stakeholders to identify further improvements

Proposal – Objective (1) To enhance and improve gas balancing data provision and its availability to the GRI NW market; Increase transparency Apply consistency Provide access

Proposal – Objective (2) Stakeholders and Operators need to agree on the principles of Gas Balancing information templates Agreement of principles will ensure a consistent approach across NW GRI Detailed requirements/publication of the templates to be defined and agreed between the market and operators (or other data owners) Reporting parameters/publication are dependent on individual operator balancing regime/periods and ownership of the primary source data

Proposal - Information Templates Market-related (1) - for each TSO network; Commercial information standard contract information, for example, generic transportation agreements Gas balancing tariffs / charging mechanisms Derivation/application of cashout prices / tariffs

Proposal - Information Templates Market-related (2) - for each TSO network; Total System Network Imbalance (aggregate) Date/time (publication date, balancing period) Aggregate network supply Aggregate network demand Aggregate network net imbalance Aggregated data would include (but not disclose) all relevant system network entry/exit points

Proposal - Information Templates Market-related (3) - for each TSO network; Total System Network Demand (aggregate) Date/time (publication date, balancing period) Aggregate system network demand (consumption) Forecast Aggregate system network demand (consumption) Aggregated data would include (but not disclose) all relevant system network exit points

Proposal - Information Templates Market-related (4) 6h Total System Network Demand (Forecast) Total System Network Demand (Actual) Total System Network Imbalance 1) Aggregated Supply 2) Aggregated Demand 3) Aggregated Net imbalance

Proposal - Information Templates Shipper-specific (1) - for each TSO network; Shipper aggregated imbalance Date/time (publication date, balancing period) Aggregate of shipper entry (supply) points + exit (consumption) points and net imbalance Aggregated imbalance information might be based on shipper nominations (renominations), and/or allocations For the avoidance of doubt, this confidential data would only be published to the relevant shipper

Proposal - Information Templates Shipper-specific (2) - for each TSO network; Shipper Demand (consumption) Date/time (publication date, balancing period) Forecast Demand * Actual Demand For the avoidance of doubt, this confidential data would only be published to the relevant shipper * Only where TSOs undertake demand forecasting on behalf of shippers

Proposal - Information Templates Shipper-specific (3) – for each TSO network Shipper charges Imbalance charges Scheduling charges Other balancing penalties For the avoidance of doubt, this confidential data would only be published to the relevant shipper

Proposal - Information Templates Shipper-specific (3) - for each TSO network 6h Shipper Demand (Forecast)(*) Shipper Demand (Actual) (*) Total System Network Imbalance 1) Aggregated Supply of shipper (∑ of Entry-points) 2) Aggregated Demand of shipper (∑ of Exit-points) 3) Aggregated Net imbalance of shipper ( Entry – Exit ) (*) where TSOs undertake demand forecasting on behalf of shippers Imbalance charges Scheduling charges Other penalties Day of Month M Month M+1

General considerations Reporting parameters Frequency of publication, units (GWh, TWh, kWh) Presentation of information (report, data centric) Details to be agreed on an individual operator/market basis Technical Type of delivery platforms (web-based, public and/or private) Linkages/interfaces Data refresh/validation IS development/implementation timescales Funding of IS development/ongoing costs Market access to information free, subscription or alternative funding Confidentiality and potential liability issues

Next steps Gain support from the NW Stakeholder Group that the proposal for the information template(s) is appropriate Enabler Group / GTE operator sub-group to investigate further provision for the market within the NW region Enabler Group, in conjunction with GTE operators to establish project / implementation plans for the progression of bench marked templates
