5 Fees and Charges Pre-registration is free In other cases, set out in COM Regulation 2008/340/EC -ECHA intended to be self-financing -Less than actual costs – ECHA also receives EU subsidy -Reductions for SMEs and Joint Submissions *SME defined in Commission Regulation 2003/361/EC.
