VIII, Sec 8.01 establishes Community Councils as representatives for neighborhoods in planning and development Community Councils are intended to reflect actual neighborhoods

5 Community Councils Decennial Boundary Review 5 5 Boundary Review Criteria 1. Successful neighborhood planning requires Federation and Community Council (CC) participation; 2. Boundary Review Principles provide a broad set of criteria that define CC districts; 3. Principles provide rationale for decisions, establish common framework for discussion; 4. Principles establish specific, objective, and comprehensive method for resolution of boundary issues.

Strengthen Natural Communities Shared service area or improvement district Shared geographic focus Anchoring institution Distinct physical character Shared experiences and aspirations 3. Use Identifiable Boundaries Major streets Breaks in connectivity Creeks, valleys and ridges Water bodies and open spaces Major public facilities

Population Size is Not a Criterion Small population size is legitimate Primary Commercial District OK Populations don’t need to be equal 6. Maximum Optimal Size Opportunity for community involvement Focus on needs of core neighborhood areas, maximize citizen involvement and self-determination for all neighborhoods

Representation for all Neighborhoods Residents and Stakeholders have opportunity to participate in neighborhood decisions Undesignated neighborhood areas should in in active CC area Ability to participate and comment on land use decisions that impact CC District 9. Shared Regional Facilities Typically not part of any one single neighborhood Clear boundary between regional facility & neighborhood Established forms of jurisdiction & representation May border multiple Community Councils Shared by more than adjacent CC 10. Available Public Meeting Space for CC business
