3. What's right ? The bad guys are not getting in There is a moment of contact between the two communities When you know the rules, you can get access to one silo in a predictable manner Records can be kept, and audits completed The critical decision belongs to one party (National) objectives are often being achieved

4. What's wrong ? What about the 4 freedoms? Efficiency of working in silos? Have we stayed still for 10 years? Necessary, and proportionate to the risk? How does it feel to be a mobile researcher? Are we getting the most risk management for the least cost?

5. Keeping the strengths Must keep the primary purpose - keep the bad guys out Must keep the single point of decision Must have a record of the basis for decisions Must keep the moment of contact (at least!) between the data owner and the data user

6. Addressing the weaknesses Burden reduction Allow the free movement of people Improve the user experience A process that is proportionate to risk Use some modern technology Distinguish the constants from the variables

7. Where can the solution(s) be found? We have the ESS partnership We have CESSDA We know what we want - and it's remarkably similar We have technology The user community is reasonably coherent (compared to, say, the airline industry) We have hundreds of person-years of experience

Speaking the same language Clean up our vocabulary Anonymised, PUF, licence, contract, scientific use, secure use, confidential, de identified, research purposes, non-commercial, institution, public benefit, attribute disclosure, results, intermediate output, supervisor, student, principal investigator, collaboration, penalty, declaration, suspension of access, signature...

10. Making European accreditation businesslike What would accreditation look like if it was run by Volkswagen-Audi Group, or Apple, or Amazon, (or Google...)? If there was a management buy-out opportunity, would you invest your own money? Is Passport > Visa > Landing Card a model? What proportion of all the costs of research is our administration of access to data?
