3 Tulane University - Office of Environmental Health & Safety (OEHS) Environmental Health & Safety Compliance Management System (CMS) Involves several levels of management in disseminating health & safety information and ensuring compliance with health & safety policies and procedures. Goals: –Improve compliance with EHS regulations –Minimize employee and student injuries/illnesses –Prevent environmental damage –Avoid regulatory fines

4 Tulane University - Office of Environmental Health & Safety (OEHS) CMS Components EHS Policy Committee EHS Operations Committee Office of Environmental Health & Safety (OEHS) Institutional Committees Departmental Safety Representatives (DSRs)

5 Tulane University - Office of Environmental Health & Safety (OEHS) EHS Policy Committee Consists of senior officers and deans who are responsible for EHS compliance of the units that report to them Unit chair appoints DSR Reviews, comments, and decides on approval of policies submitted by the Operations Committee Assists other entities within the CMS in obtaining full compliance.

6 Tulane University - Office of Environmental Health & Safety (OEHS) EHS Operations Committee Responsible for oversight of the CMS within their respective units Keeps the Policy Committee informed and recommends policy changes as needed Has advisory responsibilities in occupational/ environmental health & safety and accident prevention in University operations

7 Tulane University - Office of Environmental Health & Safety (OEHS) Office of Environmental Health & Safety (OEHS) OEHS was established at Tulane in 1970 It is an advisory and service-oriented department with both preventative and response roles in University health and safety Main office at Downtown campus –988-5486 (Tidewater Bldg Suite 1130) Satellite office at Uptown campus –865-5307 (Facilities Services Bldg)

8 Tulane University - Office of Environmental Health & Safety (OEHS) Office of Environmental Health & Safety (OEHS) Mission To support the healthcare, teaching, and research activities of the University To ensure a safe and healthful environment for students, employees, patients, and visitors of the University To assure that University activities do not adversely affect the health and safety of the communities which surround its campuses

9 Tulane University - Office of Environmental Health & Safety (OEHS) EHS Policies & Procedures Manual Most policies & procedures are based on federal, state, and local standards, regulations, and guidelines Revised in 2003 Available online at OEHS website http://www.som.tulane.edu/oehs/

10 Tulane University - Office of Environmental Health & Safety (OEHS) EHS Policies & Procedures Manual DSRs, researchers, and others who have old copies of the manual should save the old binders and replace the contents with a hard copy of the manual. OEHS will provide changes via electronic notification.

11 Tulane University - Office of Environmental Health & Safety (OEHS) Institutional Committees Review process aids in compliance management by: –Monitoring the use of hazardous materials (toxic chemicals, radioactive materials, & biological agents.) –Examining work practices, operations, facility issues Institutional Safety Committees at Tulane: –Institutional Biosafety Committee –Radiation Safety Committee –Control of Occupational Exposure Committee –Emergency Preparedness

12 Tulane University - Office of Environmental Health & Safety (OEHS) Departmental Safety Representatives (DSRs) The DSR program was implemented to facilitate the Compliance Management System Unit Heads appoint at least 1 DSR per unit –Unit may be department, section, center, or program area –Number of DSRs and their level of authority is determined by Unit Head

13 Tulane University - Office of Environmental Health & Safety (OEHS) DSR Program DSR acts as a liaison between OEHS and their unit Duties vary depending on DSR category and as determined by Unit Head DSR categories (Offices, Facilities, Labs) are based on hazardous materials usage and operations within a unit.

14 Tulane University - Office of Environmental Health & Safety (OEHS) All DSRs are expected to: Attend quarterly meetings w/OEHS Conduct quarterly meetings and/or distribute quarterly training material to unit personnel. Ensure submission of quarterly inspection forms to OEHS. Report unsafe conditions or practices to their supervisor and OEHS.

15 Tulane University - Office of Environmental Health & Safety (OEHS) Lab & Facility DSRs Duties also include: –Submittal of various forms including Annual chemical inventory form PPE assessment form –Ensuring that MSDSs are available in the department –Coordinating waste disposal with OEHS –Coordinating lab or facility close-out information between OEHS, Facility Services & their department
