4 Broad Guide line Adopted In Developing the Procedure Each state has been divided in to subsystems on the basis of the natural separation taking place during disturbances Source for providing startup powers has been identified for each subsystem both from with in the subsystem and also from outside the subsystem for early restoration of the power system.

5 Procedure details the following Source of startup power in case of – total blackout of the region, – blackout of the entire state system –blackout of the subsystem alone Identifying the loads for each subsystem Points of synchronization with other sub systems Actions to be taken by various generating stations and substations.

6 The procedures given in this document are general in nature and provide a guideline for the restoration team Depending on the availability of transmission elements, Type & size of Generators and and the extent of blackout, restoration team, on real time basis, should adopt the best procedure suited for the situation Based on this document Constituents have to prepare station wise detailed switching instructions so that the operators will have clarity and restoration will be faster

7 Issues to be clarified AP Subsystem I –During partial blackout of Ramagundam extension of startup power supply through 132kv system from KTS I and II AP Subsystem II –Self starting of VGTPS II Karnataka Subsystem III –Capacity of Almatti generators for charging lines up to Raichur Tamilnadu system Subsystem I –Capacity of Valathur generators for charging lines up to TTPS

8 Information Required Maximum, Minimum, Average MW and MVAR loading of all ICT’s of 400KV and 220KV substations Substations feeding Traction stations with phase details

9 Comments of constituents Ramagundam –Since the voltage will be high during extension of Startup power AP should provide some loads to control the voltage at Ramagundam. –Synchronisation of this subsystem with the other subsystem should be done only at 400 KV Level AP –Subsystem 5 and 6 to be merged in to one subsystem –VGTPI can be started using VGTPII DG set –VGTPII can not be self started –Priorities of various alternatives suggested to be reviewed by AP –Chittoor to be included in the startup plan

10 Comments of constituents Karnataka –Almatti can not extend startup power to Raichur Kaiga –Nagjheri-Hubli-Narendra-Kaiga path as a third alternative start up path for Kaiga Kerala –No change proposed Tamilnadu –Valathur-Paramakudi-TTPS can be considered as one alternative startup path for TTPS –List of stations with Startup facility and synchronisation facility updated –Madurai PCL can not be used as a startup facilitator –Singarpet and SP Koil are directly connected and can be used for extending Startup power to MAPS
